- The U.S. Army Space and Missile Defense Command (USASMDC) intends to negotiate on a sole source basis with Gomez Research Associates, Inc. of Huntsville, AL for a ceiling increase to the existing Advanced Foreign Technology Threat Assessment, Acquisition, Characterization, Application and Mitigation (AFTTA) Contract W9113M-09-C-0222 in support of this multi-task effort funded by multiple sources including the Joint Improvised Explosive Device Defeat Office (JIEDDO), Naval Research Laboratory (NRL), and other organizations. The increased ceiling of approximately $11M is necessary to ascertain whether or not proprietary microwave systems can be used to detect and defeat Improvised Explosive Devices (IED). The proposed acquisition is directed to Gomez Research Associates, Inc. (GRA) pursuant to 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The contractor has proprietary foreign and domestic RF sources and systems that the JIEDDO wants to use to develop a proprietary Ground Penetrating Radar (GPR) system for detecting, discriminating, and possibly disabling deeply buried IEDs and for characterizing the propagation properties of foreign soil samples and foreign ordnance (blasting caps, rockets, shells). The JIEDDO has done an exhaustive review of domestic and foreign RF systems and have determined the two systems that GRA has as being unique. The two sources are the H-waveguide System and the Chaotic Jammer. In addition to study and planning support, contractor support is required to integrate selected technologies into prototype capabilities for execution of low rate initial operations, evolve the low rate prototype capability to full rate operations, and execute operations and maintenance (O&M) to upgrade, for the program. Spiral development support shall also be required to evolve the full rate capability to its desired objective capability; meet the needs of additional Advanced Foreign Technology Threat Assessment, Acquisition, Characterization, Application and Mitigation upgrades. This action is not open to foreign participation. Based upon market research, the Government is not using the policies contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 days of this notice. The proposed contract modification action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent to award a sole source contract modification is not a request for competitive proposals. Interested parties who believe they can perform this requirement without substantial duplication of cost to the Government are invited to submit a written narrative statement of capability, no more than 15 pages in length, to include detailed technical information sufficient to permit agency analysis in order to determine bona fide capability to meet the Governments requirements. In order to be responsive, the statement must demonstrate the ability to: 1) Assess the state of the art of the foreign threats; 2) Characterize their properties; 3) Perform element and system level performance tests and simulations; and 4) Develop recommendations to mitigate the effects of these threats on the warfighter and to get countermeasures into the field with the warfighter as soon as possible. Responses without the required documentation will be considered nonresponsive. The above stated information must be received no later than 15 days after publication of this synopsis, should cite number W9113M-09-C-0222, and should be mailed to the U.S. Army Space and Missile Defense Command, P.O.
