Description
NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP/DOH), Division of Oral Health (HCUCD) intends to negotiate on a sole source basis with Wenche Borgnakke, Ann Arbor MI, an award for the development of a library of the scientific literature on the current state of evidence of the relationship of periodontal disease and systemic conditions. CDC intends to procure services applying the simplified acquisition procedures in accordance with FAR Part 13, utilizing the sole source authority under FAR 13.106-1(b). The anticipated performance period is 12 months. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712 with a standard size of 500. The vendor will perform the following tasks to develop the library of key documents related to periodontal disease and systemic conditions, as well as adding to the body of literature: 1) Continuously monitor the scientific literature for evidence on associations between oral and systemic health, including any interventions related to oral health aimed to improve systemic health; 2) Review and monitor currently implemented measurement methods of periodontal disease as well as development of possible, future measures and evaluate their feasibility for possible implementation or recommendation of implementation by the Division of Oral Health (DOH); 3) Survey and monitor any initiatives and programs to promote oral health in order to prevent or ameliorate systemic health implemented in local, state, or nation-wide public health programs or by insurance companies; 4) Supply the DOH with verbal and written reviews and syntheses of the evidence and observations describe in items 1) through 3); and 5) Contribute to manuscript preparation in collaboration with DOH. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than August 25, 2010 at 4:00 PM Eastern Standard Time (EST). Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
