Description
TACOM Contracting Center proposes to solicit, negotiate and award on an other than full and open competition basis, a contract with Chang Industry Inc. Chang Industry will further develop a build, test and update all FS system components. Chang Industry will devise and develop an FS Insensitive Munitions Counter-Measure (IM-CM) warhead, an FS Safe & Arm (S&A) system, improve clutter rejection and false alarm firmware for the FS sensor signal processor and a quick deployment FS system. The contractor will conduct analysis, static test and dynamics of the FS system and document the effectiveness against real and simulated projectiles. The tests will use a highly instrumented test range to document the projectiles and residual flight subjected to the effects of the FS countermeasure. TACOM (TCC) will negotiate on a sole source basis under FAR 6-302.1 with Chang Industry, Inc., for this effort due to the FS split sensor technology is proprietary to Chang Industry and the only manufacturer with the technical knowledge, ability and extensive experience developing and testing this type of sensor. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. TACOM plans to issue an RFP that will result in a cost-plus-fixed-fee contract. The total estimated amount is $2,760,190 target award date is 24 September 2010.
