- SUBJECT: Solicitation for Personal Service for a Program Driver for USADF's field office in Tanzania. Ladies/Gentlemen: The United States African Development Foundation (USADF) is seeking resumes from qualified Tanzania citizens to provide services as the Program Driver under a Personal Services Contract (PSC), as described in the position description. Applicants interested in applying for this position " MUST" have the following Knowledge, Experience, Skills and Abilities: · The Driver shall possess at least five (5) to ten (10) years of driving experience with an international organization, a local firm/company, and government agency, a non-government agency (NGO) or public corporation. · Ability to be certified in good physical and mental health · Must possess a valid driving permit with relevant Classes in Tanzania · Knowledge of the Major and Minor Routes throughout Tanzania · Ability to work in a team environment · Good communication and interpersonal skills · Ability and experience in basic mechanics In addition, the applicant must: a. EST 3.0 POSITION TITLE: Program Driver 4.0 MARKET VALUE: 4.1 The salary range for this position is $3,500- $3,800 per annum, plus benefits with a total contract amount not to exceed $7,000. The actual salary of the successful candidate will be negotiated within the daily pay range depending on qualifications, salary and work history, and experience. Salaries over and above the top of the pay range will not be entertained or negotiated. Salary will be fixed and paid in local currency equivalent. 5.0 BENEFITS/ALLOWANCES: 5.1 As a matter of policy, and as appropriate, a PSC normally authorizes the following benefits and allowances: a. Employer's Tax Contribution b. Contribution toward Health Insurance c. Annual Increase (i.e. pending a satisfactory performance evaluation, inflation adjustment if applicable). d. Annual & Sick Leave 5.2 LOCAL TAXES : A PSC requires payment of relevant taxes in the host country. 6.0 PERIOD OF PERFORMANCE: One (1) year, with four (4) one-year option periods. 7.0 PLACE OF PERFORMANCE: Tanzania 8.0 POSITION DESCRIPTION: 8.1 BACKGROUND 8.1.1 The United States African Development Foundation (USADF) is an agency of the United States Government. USADF supports private businesses, farmers' cooperatives, associations, and various community-based organizations, especially those serving marginalized peoples, engaged in economic and social development activities. U SADF's office in Tanzania provides on-going support to projects that have been financed and also continues to identify viable local small & medium-sized enterprises that show potential to create employment opportunities, generate incomes and have broad social impact beyond the project activity. 8.2 SCOPE OF WORK 8.2.1 The Program Driver will drive office vehicles on official errands, on upcountry trips as assigned by the Country Program Coordinator (CPC) and will be responsible for keeping the vehicle(s) clean and mechanically safe to drive. The driver is responsible for delivering personnel and goods to destination in a safe and respectful manner. The driver will follow USADF driving policies and maintain an accurate Trip/Mileage Log Book. The position reports to the Regional Program Director (RPD) but the Driver will work closely with the CPC and other staff members. 8.3.1 SUMMARY OF WORK RESPONSIBILITIES 8.3.1 The Driver shall transport staff and visitors as instructed within the country. 8.3.2 The Driver shall be capable to operate one or more motor vehicles with gross vehicle weight of up to 10,000 pounds through all types of traffic and in all types of terrain ranging from open highways to rough terrain. 8.3.3 The Driver shall drive his/her vehicle in a safe and controlled manner in order to avoid accidents and respect all traffic rules and other road users. 8.3.4 The Driver shall operate the vehicle in such a manner to ensure the safety of the passengers at all times. 8.3.5 The Driver shall promptly deliver mail, equipment and supplies as directed by the CPC and other staff members.8.3.6 The Driver shall perform routine and preventative vehicle maintenance as need to ensure that the vehicle (s) is/are clean, and mechanically safe to operate. 8.3.6 The Driver shall perform routine and preventative vehicle maintenance as need to ensure that the vehicle (s) is/are clean, and mechanically safe to operate. 8.3.7 The Driver shall load and unload the vehicle which may require bending, reaching, and turning to operate pedals and controls, frequently handling objects that weigh up to 40 pounds, as well as tasks requiring considerable physical effort such as changing tires and making limited emergency repairs. 8.3.8 The Driver shall maintain an accurate vehicle Trip/Mileage Logs of all trips, fuel fill-ups, time and mileage readings. 8.3.9 The Driver shall keep him/herself abreast of any security issues in the field of destination before traveilling; report any incidents and relevant information to the Administrative Assitant. 8.3.10 The Driver will work inside and outside and may be exposed to bad weather conditions while on duty, loading vehicles, changing tires or other activities and may also be exposed to other hazardous road conditions. 8.3.11 The Driver may be required to drive multiple long-distance and stay overnight within country during a workweek and occasionally on weekends. 8.6 REQUIRED Knowledge, Experience, Skills and Abilities: 8.6.1 The Driver shall be able to read, write, and speak English fluently. 8.6.2 The Driver shall possess at least five (5) to ten (10) years of driving experience with an international organization, a local firm/company, and government agency, a non-government agency (NGO) or public corporation. 8.6.3 The Driver shall possess the ability to be certified in good physical and mental health. 8.6.4 The Driver shall possess a valid driving permit with relevant Classes in Tanzania. 8.6.5 The Driver shall possess knowledge of the Major and Minor Routes throughout Tanzania. 8.6.6 The Driver shall possess the character and ability to work in a team environment. 8.6.7 The Driver shall possess the ability in communicating clearly and effectively and possess interpersonal skills. 8.6.8 The Driver shall possess the ability and experience in general automobile knowledge. 9.0 PREPARATION AND SUBMISSION OF RESPONSES 9.1 TO APPLY FOR THIS POSITION, YOU MUST RESPOND TO THE SOLICITATION POSTED AT HTTP://WWW.USADF.GOV/CONTRACTING.HTML 9.2 FOLLOW ALL THE INSTRUCTIONS OF THE SOLICITATION. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond November 30, 2011, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. Option to Extend the Term of the Contract (Mar 2000) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b). If the Government exercises this option, the extended contract shall be considered to include this option clause. (c). The total duration of this contract, including the exercise of any options under this clause, shall not exceed sixty (60) months. (End of clause)
