Description
THE HAMPTON ROADS AREA AWARD IS SET ASIDE FOR SMALL BUSINESS CONCERNS (SIZE STANDARD: $7M AND NAICS CODE 811122). THE NORTH CAROLINA AREA AND THE NORTHEAST AREA WILL BE UNRESTRICTED This acquisition will result in one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Mobile Repair/Replacement Vehicle Glass at various geographical areas. Offerors may propose on one or more regions. The Government reserves the right to award one or more contracts from this solicitation. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. This is an IDIQ procurement is to provide all labor, supervision, tools, materials, equipment and transportation necessary to perform contractor glass replacement or repairs for all types of vehicles at the NAVFAC MIDLANT sites listed below. A. MIDLANT Hampton Roads Virginia Area: This area includes: 1) Naval Station, Norfolk, Virginia 2) Naval Amphibious Base Little Creek, Norfolk VA. Including Fort Story, Virginia Beach, Virginia 3) Naval Air Station Oceana, Virginia Beach, VA. Including Dam Neck Naval Training Center, Virginia Beach, Virginia 4) Naval Weapons Station Yorktown, York County, VA. Including Cheatham Annex, Williamsburg, Virginia 5) Norfolk Naval Shipyard, Portsmouth, VA. Including Portsmouth Naval Hospital, and St. Julians Creek Annex, Portsmouth Virginia B. MIDLANT North Carolina Area: 1) Marine Corps Air Station, Cherry Point North Carolina 2) Marine Corps Base Camp Lejeune, North Carolina C. MIDLANT Northeast Area: This area includes: 1) Naval Support Activity, Philadelphia, Pennsylvania 2) Philadelphia Naval Business Center, Philadelphia, Pennsylvania 3) Naval Support Activity, Mechanicsburg, Pennsylvania 4) Naval Station Newport, Newport, Rhode Island 5) Navy Submarine Base, New London, Connecticut 6) Portsmouth Naval Station, Kittery, Maine 7) Naval Weapons Station Earle, New Jersey Exact work locations will be included with each task order. Work will be on a variety of vehicles including passenger cars, vans, heavy equipment, trucks, fire trucks, forklifts, cranes, front-end loaders, police cars, ambulances, hazard material response trucks, box trucks, and tanker trucks. The sizes of the windows are various and shall be determined by the type, make, and model of the vehicle or type of equipment. The contract will include one (1) base year and four (4), one year option periods. Procurement Method: Streamlined Procedures for Evaluation/Solicitation for Commercial Items. The solicitation utilizes the Lowest Price/Technically Acceptable Source Selection Procedures which require offerors to submit a technical proposal, corporate experience, past performance, safety, and a price (or cost) proposal for evaluation by the Government. The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The proposed contract listed here is 100 percent small business set-aside for the Hampton Roads Area. The Government will only accept offers from small business concerns for the Hampton Roads Area. The NAICS Code for this procurement is 811122 and for the annual size standard is $7,000,000.00. Large business concerns submitting proposals for the North Carolina and/or Northeast Areas are required to submit a subcontracting plan prior to award of the contract. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. All prospective contractors are required to register in the Central Contractor Registration (CCR) database. Failure to register in the CCR database will make an offeror ineligible for award.
