SF-18 Submission Required with Proposal COMBINED SYNOPSIS/SOLICITATION Ultrasound, Transducer, and Minidock for Use in Sablefish Research (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39. (IV) The associated NAICS code is 339112 for this solicitation. (V) This combined solicitation/synopsis is for procurement of the following items: Line Item 0001: ULTRASOUND FOR USE IN SABLEFISH RESEARCH (VI) This combined solicitation/synopsis is for purchase of the following commercial items (ONLY NEW EQUIPMENT SHALL BE ACCEPTED): ULTRASOUND TECHNOLOGY FOR ASSESSING MATURITY STATUS IN SABLEFISH BROODSTOCK Line Item 0001: BRAND NAME OR EQUAL TO SONOSITE M-TURBO VERSION 1.2.6 (ITEM #V05322), L38x/10-5 MHz TRANSDUCER (ITEM #V07694), AND MINIDOCK FOR M-TURBO (ITEM #P08788) DESCRIPTION OF SERVICES Objective: NOAA, National Marine Fisheries Service, is currently using ultrasound technology to determine maturity status of sablefish broodstock. This tool has been extremely valuable in efforts to culture this species. However the ultrasound unit that has been in use belongs to a private company and is less than optimal for the research. Also accessibility to this unit is variable since it is not owned by NMFS. NMFS therefore wishes to purchase an ultrasound unit that will have greater capabilities and be available for research at all times. This will be a critical piece of equipment to the sablefish project. Scope: One portable ultrasound unit with a 10-5MHz transducer. The unit must be robust for moist environments and meet specifications listed below. Purchase must be completed so that possession of the unit would be on or before November 1st, 2010. Specifications. 1. Portable. 2. Keyboard built in. 3. Large display-high resolution (at least 10.4"). 4. Two or more USB ports. 5. Video output (S-video, Composite video, DVI). 6. Mac compatible. 7. Zoom capability (2 pan) 8. Measuring capabilities for diameter and volume. Must be capable of measuring oocytes down to 500 microns. 9. Storage formats (MPEG-4, JPEG, BMP). 10. Color Doppler. 11. Large internal memory (8GB). 12. 10-5 Mhz Transducer. (VII) Required delivery by September 30, 2010. Place of delivery is NMFS Manchester Field Station, 7305 Beach Drive East, Port Orchard, WA 98366. Quote shall include shipping charges. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to complete and return the attached Standard Form 18. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows, listed in order of importance: 1) Technical Capability: Item must meet all specifications in (VI) above. 2) Price: Quote must state price in U.S. Dollars. 3) Delivery: Quote must include delivery schedule 4) Warranty: Quote must state warranty, if applicable. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government on an all or none basis. Offers must address all specifications for the vendor to be considered responsive. This will be a firm fixed-price purchase order, with payment terms of Net 30. (X) The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov.
