Description
The Centers for Disease Control and Prevention (CDC) Office of the Director, Applied Science Branch, Division of Reproductive Health, National Centers for Disease Prevention and Health Promotion, contemplate award of a Firm Fixed Price Sole Source Contract to the Guttmacher Institute, New York, NY. The work shall be performed at the Contractor's facility. The Period of Performance shall be for one (1) year from date of award of the contract. The North American Industrial Classification Standards (NAICS) Code is 541618, Other Management and Consulting Services, with a Standard Business Size of $7M. The sole source award will be conducted in accordance with FAR Part 13.106-1(b) only one responsible source and no other supplies or services will satisfy agency requirement. This procurement is not set aside for small businesses. The contractor shall provide all labor, equipment, materials, supplies, and perform all work required to monitor, analyze, and disseminate information about State Reproductive Health Law and Policy. Specifically, the contractor shall support efforts to monitor trends in State Reproductive Health Law and Policy and assess the impact of those laws and policies on reproductive health. The contractor shall document best practices in estimating the actual cost of delivering family planning services. Technical Requirements include the following: (1) Participate in Planning Meeting with Project Officer, monthly, or as needed; (2) Provide Policy Updates Monthly; (3) Document historical trends in teen pregnancy prevention policies; (4) Update estimates of the impact of expanding Medicaid eligibility; and, (5) Document best practices in determining the actual cost of family planning services. The primary deliverables will be quarterly reports summarizing changes in State Reproductive Health Law and Policy, a report documenting changes in policy over the past 8-10 years; a report estimating the benefits of extending the Medicaid family planning waiver to all states, and a report that document ways to estimate the cost of delivering family planning services. The contractor must possess the existing policy data sources required by CDC; Contractor must provide evidence of experience with regards to monitoring changes on a timely basis in a wide range of reproductive health laws and policies (especially those affecting teen and unintended pregnancy and access to family planning services) in all 50 states; Contractor shall possess unique and already developed analytic methodologies to analyze policy data; Contractor shall systematically track state level policies on Westlaw policy database to track state legislation, regulation and judicial actions in all 50 states and DC (usually 1000 every year); and, the contractor must have available sources with the required experience to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 4:00 PM Eastern Standard Time, by September 2, 2010. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
