- The U.S. Army Corps of Engineers intends to award a sole source cost type Research and Development contract to Geometrics as a follow-on to contract W912HQ-06-C-0041. The description of the requirement is as follows: The services are to further the understanding of the remediation of lands contaminated by unexploded ordnance (UXO) is a high-priority DoD program. By some estimates, 70% of the total cost of such clean-ups goes to removing non-hazardous buried metal from the site being remediated. If methods could be developed to discriminate UXO from non-hazardous metal, tremendous savings could be achieved. Geometrics has developed and demonstrated the MetalMapper system to accomplish detection and discrimination of UXO. Although this sensor has achieved excellent results in live site demonstrations, a number of fundamental issues need to be addressed to optimize this sensor. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation FAR 6.302-3(a)(2)(ii), whereas it is necessary to maintain an essential research or development capability to be provided by an educational or other nonprofit institution for the developmental work calling for the practical application of investigative findings and theories of a scientific or technical nature in the case of the follow-on for the continued provision of highly specialized services. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a cost contract to Geometrics for Expanded Processing Techniques for EMI Systems.
