- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation is being issued as a request for quote (RFQ). RFQ# M20001-10-Q-0016 The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43 & DCN 20010816 This is an unrestricted purchase. The North American Industry Classification System Code (NAICS) is 611420. The small business size standard is 500 employees. The Standard Industrial Classification Code (SIC) for this order is 8244. The Federal Supply Classification Code (FSC) for this order is 6350. List of contract line item number(s) and items, quantities and units of measure 0001 QTY 1 LOT Safety Computer -Based Training Courses 1.Scope. The U.S. Marie Corps Forces Command (MFC) requires support services to provide web based safety and occupational health training in compliance with the Occupational Safety and Health Administration (OSHA) standards listed in 29 CFR 1910 and 29 CFR 1960 (http://www.osha.gov) via the Marine Net Learning Management System (LMS). 2. Applicable Documents. USMC TECOM College of Continuing Education Courseware Development Technical Standards, Version 1.3 dated 7 July 2009. 3.Requirement. The Contractor shall provide all management, labor, equipment, tools, materials, and services necessary to provide MFC with the capabilities to conduct customized web based training via Marine Net LMS. 3.1Provide web based testable multimedia (audio, video, and stills) safety courses that are in compliance with OSHA standards on the subjects listed below for up to 600 users per course. Power point or non-multimedia based training will not be considered to meet the requirement. a.Back Safety b.Blood borne Pathogens c.Indoor Cranes d.Confined Space Entry e.Electrical Safety f.Ergonomics g.Forklift Safety h.Fire Safety i.Working Safely with Power Tools j.Hearing Protection: It Makes Sense k.Hazard Communication: Identifying the Dangers l.LOCKOUT/TAGOUT m.Office Safety n.OSHA: An Introduction o.Fall Protection p.Personal Protective Equipment q.Respiratory Protection r.Safety Orientation: On Alert s.Job Safety Analysis: Pro-Active Planning t.Walking and Working Surfaces 3.2Courses shall be provided to MFC SCORM wrapped using SCORM 1.2. Each course will require testing on the Marine Net LMS to ensure the course will work seamlessly with Marine Net LMS. Testing will most likely revile required modifications to properly run and execute the provided training within USMC TECOM College of Continuing Education Courseware Development Technical Standards, Version 1.3 dated 7 July 2009. 3.3 Provide the capability to customize courses with USMC pictures, video, and text prior to SCORM wrapping for each course plus seven (7) additional times for a total of twenty seven (27) separate SCORM wrapping and testing events with Marine Net. 3.4Provide customer service and troubleshooting support to both MFC and Marine Net administrators for the duration of the contract. Offerors are required to be registered in the Central Contractor Registration (CCR) and Wide Area Work Flow (WAWF-RA). Offerors must have a current CCR record prior to receiving an award for this solicitation or for any future awards, as well as be willing to register in Wide Area Work Flow. The Government intends to make award based on Lowest Price Technically Acceptable with satisfactory past performance. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of the quotes submitted.
