- Description
- The Naval Air Systems Command (NAVAIR) intends to conduct a full and open competition in accordance with FAR Part 15 for the Joint and Allied Threat Awareness System (JATAS) Engineering and Manufacturing Development (EMD) contract. NAVAIR does not intend to use the provisions of FAR Part 12 for this acquisition. The Technology Development (TD) phase of the JATAS program resulted in awards to two companies that are currently performing under JATAS TD contracts. The two companies awarded the TD contracts are ATK Integrated Systems, Clearwater, Florida, and Lockheed Martin Missiles and Fire Control, Orlando, Florida, under NAVAIR contracts N00019-09-C-0100 and N00019-09-C-0099, respectively. Firms who are interested in competing for the JATAS EMD effort, other than ATK Integrated Systems and Lockheed Martin, Missiles and Fire Control, will be required to conduct the following systems engineering technical reviews in accordance with NAVAIR Instruction 4355.19D: --a systems requirement review (SRR) including completion of the NAVAIR Systems Engineering Technical Review (SETR) SRR checklist, fulfill entry and exit criteria, and close resulting requests for action; --conduct a systems functional review (SFR) including completion of the NAVAIR SETR SFR checklist, use of case analysis reports to support requirements defined in the SSS, provide supporting documentation for derived requirements, fulfill entry and exit criteria, and close resulting requests for action; and --conduct a preliminary design review (PDR) including completion of the NAVAIR SETR PDR checklist; provide supporting documentation for all requirements, fulfill entry and exit criteria and identify requests for actions. Additionally, in connection with the above systems engineering technical reviews, firms will be required to provide the following documents: 1) System/Subsystem Specification 2) Prime Item Development Specifications 3) Critical Item Development Specifications 4) Interface Control Documentation 5) Software Requirements Specification 6) Interface Design Specification 7) Interface Requirements Specification 8) Requirements Traceability Matrix 9) Specification Tree 10) MOSA Analysis 11) System/Subsystem Hazard Analysis Report 12) Prototype Test Plan 13) Prototype Test Report 14) Systems Engineering Management Plan 15) Software Development Plan 16) Program Protection Implementation Plan 17) Anti-Tamper Plan 18) System Test Plan 19) Technology Readiness Self-Assessment showing that the preliminary design meets a Technology Readiness Level of 6. 20) Level of Repair Analysis The SRR, SFR, and PDR must be completed and the documents listed above must be submitted and approved by 15 October 2010. Firms, other than ATK Integrated Systems and Lockheed Martin Missiles and Fire Control, that are interested in competing for the JATAS EMD effort must contact Ms. Tanis Meldrum at tanis.meldrum@navy.mil (phone number (301) 757-7079, no later than 20 August 2010, to schedule the systems engineering technical reviews, which must be completed by 15 October 2010. Releasable unclassified documentation such as the RFP sections B-J and the SOW will be posted directly on the NAVAIR Open Solicitations Homepage web site (http://www.navair.navy.mil/), and listed under "Business Opportunities/Open Solicitations". Unclassified documentation with distribution statement restrictions such as the updated system performance specification will be made available through a secure web site that will serve as an unclassified virtual bidder's library for unclassified documentation. Classified documentation such as the updated system performance specification classified appendix will be shipped as hard copy via approved means. Potential Contractors must meet the requirements of the DD 254, Contract Security Classification Specification, complete the systems engineering technical reviews above, and provide the documents listed above. To request access to the secure web site, and to request transmittal of the classified documentation, please contact the contract specialist, Ms. Tanis Meldrum at Tanis.Meldrum@navy.mil, with the following information: Company name, classified mailing address, phone number, email address (if available), current CAGE number, DoD Central Contractor Registration (CCR) number and acknowledgement of the contractor's responsibility under the U.S. export control laws and regulations. Potential contractors shall acknowledge that no dissemination of any export-controlled technical data subject to this requirement will occur in a manner that would violate applicable export control laws and regulations (DD Form 2345). Upon review of your written request, verification of your status and acknowledgement of the contractor's responsibility under the US Export laws and regulations, the classified documentation, and web site access instructions (https://www site address, user name, and password) will be provided. Potential contractors who had previously requested documentation during the January 2009 release of the Technology Demonstration RFP release must submit a new request. Potential contractors will need an External Certification Authority (ECA) certificate in addition to a user name and password to access the unclassified virtual bidder's library. If a potential contractor does not already possess an External Certificate, please consult the following site for details on how to obtain a compliant Medium Assurance ECA certificate: http://iase.disa.mil/pki/eca/index.html. Be advised that this process can nominally take several weeks to complete. The use of express/overnight shipping for sending and receipt of documentation can significantly shorten the process. Please consult with one of the designated ECA vendors for process recommendations and to obtain a certificate.
