Description
Repair Track Mower 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F1D3260123AQ03 is being issued as a Request for Quote (RFQ) using the Simplified Acquisitions Procedures in accordance with FAR 13 guidelines. The solicitation document; incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. 2. This solicitation has been set aside 100% for a small business; all responsible sources may submit a quote. The North American Industry Classification System (NAICS) code is 811310 and the business size standard is $7.0M. 3. The Government will award a firm fixed price contract for furnishing required labor, materials, supervision, and equipment to repair track mower. 4. Contract Line Item 0001 Make All Necessary Repair to Track Mower in accordance with attached Statement of Work 1 Lump Sum 5. Place of Performance: Andrews AFB Building 4797 Period of Performance: Award plus 30 days 6. It is the vendor's responsibility to be familiar with all applicable clauses and provisions. All Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. FAR 52.212-3 can be downloaded from the internet: http://farsite.hill.af.mil/ or from http://orca.bpn.gov, if registered in ORCA (On-line Representations and Certifications Application). Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Items (Jun 2005). The following FAR clauses are applicable: FAR 52.252-2, Clauses Included by Reference; FAR 52.212-4, Contract Terms and Conditions Commercial Items, with addendum; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items (Dev), applies to this acquisition, and specifically the following FAR clauses are applicable: 52.219-6, Total Small Business Set-Aside (June 2003); 52.222-19, Child Labor-Cooperation with Authorities and Remedies (Jul 2010); 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26 - Equal Opportunity (Mar 2007); 52.222-36 - Affirmative Action for Workers With Disabilities (Jun 1998); 52.225-13 -Restrictions on Certain Foreign Purchases (Jun 2008); and 52.232-33 - Payment by Electronic Funds Transfer--Central Contractor (Oct 2003). The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Jun 2010), applies to this acquisition, and specifically the following clauses under paragraph (b) are applicable: 252.225-7001 - Buy American Act and Balance of Payments Program (Jan 2009); 252.232-7003 - Electronic Submission of Payment Requests (Mar 2008); 252.232-7010 Levies on Contract Payments (Dec 2006) and 252.247-7023 - Transportation of Supplies by Sea, Alternate III (May 2002). The following DFARS clause is hereby incorporated into this solicitation: 252.204-7004, Required Central Contractor Registration (CCR) (Sep 2007). NOTE: CCR can be obtained by accessing the Internet, http://www.ccr.gov or by calling 1-888-227-2423. The CCR number must be obtained before award can be made. The following AFFARS clause applies to this acquisition: 5352.242-9000, Contractor Access to Air Force Installations (Aug 2007). The following local clauses apply to this acquisition: 316CONS-004, Environmental Compliance; 316CONS-007, Personnel Security Requirements; and 316CONS-010 WAWF Instructions and 5352.201-9101 OMBUDSMAN (Aug 2005). 7. Award will be made in accordance with simplified acquisition procedures established in FAR Part 13 procedures, to the responsive entity whose evaluated offer or proposal which represents the lowest price to the Government. The Government intends to make award (offer) to the responsive firms without discussions; prospective offers are advised to submit their firm's best offer prior to proposal closing date of 30 August 2010, 12:00 PM Eastern Standard Time (EST). The Government intends to enter into an agreement without discussions, nevertheless, the Government may communicate with an offeror in order to clarify or verify information submitted in its offer. 8. A site visit will be held on 24 August 2010, 09:00 AM EST. Notification of attendance must be sent to marcus.miller@afncr.af.mil by 12:00 PM EST 23 August 2010 in order to be eligible to attend. Site visit common meeting location: 4797 San Antonio Ave Andrews AFB, MD 20762 Offerors must send information necessary to obtain a short term pass by 12:00 PM EST on 23 August 2010 which includes: First and Last Name Social security number Date of birth Drivers license number and state Vehicle description & color Tag number and state Company name and phone number Operators contact information and phone number Offerors should also have in their possession an up to date license, registration, and proof of insurance. In addition, work permit and social security card will be necessary if offeror representatives are not citizens. Photos may be permitted, if necessary and only with prior Governmental approval. QUESTIONS SUBMISSION PROCESS: Offerors are requested to submit questions to the points of contact (marcus.miller@afncr.af.mil and anke.taylor@afncr.af.mil) in writing by electronic mail (email) not later than 25 August 2010, 12:00 PM EST. The Government will not accept any questions after this date/time. Answers to questions will be posted on http://www.fbo.gov website. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. QUOTE SUBMISSION PROCESS: Offers shall be in the contracting office no later than 12:00 PM EST on 30 August 2010. Offers shall be emailed to 2d Lt Marcus A. Miller (marcus.miller@afncr.af.mil) and Ms. Anke Taylor (anke.taylor@afncr.af.mil). STATEMENT OF WORK: FOR REPAIR TRACK MOWER 2500 1. DESCRIPTION OF SERVICES: Contractor shall furnish required labor, materials, supervision, and equipment to repair track mower. 1.1. Track Mower: The contractor shall make all necessary repairs to track mower which will include the replacement of shaft bearings and track mower wheel, all work will be taking place on site. The contractor shall ensure that the track mower is fully operational. The contractor will contact the 316 Grounds shop at building 4797 for location of the mower. All work shall take place at building 4797. 1.2. Contractor shall be responsible for removing and disposing of all associated debris in accordance with applicable laws and regulations. 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government will provide the following: 2.1. Government Furnished Property: None 2.2. Government Furnished Utilities: The Government will provide electric, water, sewage, utilities, police protection and fire protection. 2.3. Medical: The Government will provide necessary emergency medical services at Malcolm Grow Medical Center, Building 1050, for contracted employees while performing work on this installation. The contractor is responsible for reimbursing the Government for all medical services provided. 3. GENERAL INFORMATION: 3.1. Damage: Contractor shall repair or replace any Government property damaged by the contractor at no additional expense to the Government. 3.2. Work Hours: Work hours shall be during normal duty hours (0730 to 1630, Monday through Friday, excluding Federal Holidays). Contractor shall coordinate with Contracting Officer (CO) and point of contact (POC) to ensure POC is present intermittently during the scheduled workday. 3.3. Timeline: Contractor shall complete the reported repairs in a 30 day performance period. 3.4. Emergency: In the case of an emergency, the Contracting Officer, base fire chief, and base operations officer or their representative, shall have the authority to order the contractor to stop work and clear site of equipment and personnel. 3.5. Security: The contractor will safeguard all Government property and materials provided for their use. The contractor shall be responsible for the actions of his subcontractor's employees while performing work under this contract on the installation. In addition, the contractor agrees to abide by all security regulations and procedures, as stipulated by Security Forces, and to surrender all permanent type passes issued to him, pursuant to this paragraph, upon completion of this contract. The contractor shall submit an original written request on company letterhead for each employee to the Contracting Office specifying employee name, social security number, home address of the employer and tag number and state when performing work under this contract. A base wide identification card and vehicle pass shall be obtained for all employees including subcontractors. The contractor's employees shall have possession of his/her pass at all times while working on the installation. The contactor shall return any pass when employment and/or contract obligation is terminated. Lost or stolen passes shall be reported in writing immediately to the Contracting Officer. 3.6. Health, Safety, and Environment: Contractor shall follow all applicable state, federal, and local laws pertaining to health, safety, and environment. 3.7. Period of Performance: Work shall be completed within 10 days of start of job and within 13 days of Notice to Proceed. 3.8. Quality Assurance: The Government will evaluate the contractor's performance by appointing the POC to monitor performance to ensure services are received. The POC will evaluate the contractor's performance through an onsite inspection. 4.0 Partnering Agreement: Inherent within this SOW is a partnering agreement between the Government and contractor to ensure joint cooperation and soundness by both parties in achieving mutually beneficial goals. When deemed necessary, the contractor agrees to meet the CO and POC or any other Government personnel concerning performance of this contract.
