Description
Draft Statement of Work SYNOPSIS The 46th Test Group, Holloman AFB NM, and the Air Armament Center (AAC), Eglin AFB, FL seek sources for an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract in support of egress testing and development at Holloman Air Force Base, New Mexico. The purpose of this effort is to perform specific tasks to support egress missions accomplished by the 746th Test Squadron (746TS) in conjunction with the 846th Test Squadron (846TS) (Holloman High Speed Test Track (HHSTT)) of the 46th Test Group. The program will be a follow-on to the current Manikin / Egress IDIQ scheduled to conclude on 12 December 2010. Value will not exceed $3.5M or 3 years, whichever comes first. The scope of this effort involves managing on-site manikin support conducted at the HHSTT, preparation and delivery of manikins, manikin components, electronic hardware/components, sensors and Data Acquisition Systems to perform egress testing. Additionally, the scope includes providing support for fabrication, installation, and calibration of ancillary egress hardware and sensors used in egress testing. Typical assets utilized by the HHSTT in egress testing include various industry approved manikins (such as but not limited to ADAM and JPATS) and mockup of various aircraft fore bodies mounted on rocket sleds including but not limited to the F-16, F-15 and F-22 aircraft. Seats such as the ACESS II used in the cockpits of these mockups are obtained from the Air Force Inventory. The 746TS provides instrumentation support to the HHSTT. This includes egress support in the form of providing instrumentation to monitor manikins, seats, and rocket sleds. This instrumentation group also participates in the collection and post mission processing of egress data for delivery to customers. This support effort also includes designing telemetry systems, deciding which sensors will meet customer requirements, purchasing/calibration of these sensors and installation of the sensors with a data acquisition system to meet test requirements. The 846TS (also referred to as the HHSTT) develops and operates rocket sleds and associated test support equipment/facilities. The HHSTT is the world's premiere facility for conducting high-speed ground tests on flight hardware. This is accomplished by mating the payload with slippers that interface with the almost ten-mile long, precisely aligned rail that constitutes the backbone of the HHSTT test capability. Payloads can be subjected to a variety of environments that are carefully controlled, highly instrumented, and provide high fidelity simulations of the operational environment. The HHSTT provides complete technical direction and services for the mechanical design of developmental and operational rocket sleds, test item interfaces, support hardware, and other related equipment. Technical services include structural design, materials selection, thermodynamic analysis, and related mechanical design analysis. Engineers at the HHSTT determine test scenarios, including propulsion selection; provide test data and analysis reporting for HHSTT programs; produce and distribute photo optic data; develop analytical techniques for new or improved test and analysis capabilities; and initiate research and design efforts to meet projected future HHSTT customer needs. TECHNICAL REQUIREMENTS: See attached DRAFT Statement of Work. INSTRUCTIONS TO INTERESTED SERVICE PROVIDERS: This is not a Request for Proposal. The Government does not intend to award a contract on the basis of this RFI/Sources Sought Synopsis. This RFI/SSS is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government to acquire any products or services. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result contractor submission of responses to this RFI/SSS or the Government's use of such information. The Government reserves the right to reject, in whole or part, any contractor's input resulting from this RFI/SSS. No funds have been authorized, appropriated or received for this contemplated effort. The information you provide may be utilized by the Air Force in developing its Market Research Report and Acquisition Strategy. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately.
