- SOLICITATION DESC: The U. S. Department of Commerce (USDOC), National Oceanic and Atmospheric Administration (NOAA) intends to procure construction services to replace the parking lot lighting with Solar Light Emitting Diode (LED) lighting at the Hollings Marine Laboratory in Charleston, SC. DESCRIPTION OF WORK: The Contractor shall demolish, furnish and install, construct, and/or design the following scope of work. 1. Removal of two existing lamp heads and 50' poles in the parking lot and properly wrap the wiring. 2. Properly dispose of lamps and poles, removed in #1 above, offsite following state and federal regulations, recycle material if possible. 3. Provide new aluminum or fiberglass poles that are rated for 110mph winds plus a 15% gust factor. 4. All permits and fees shall be the responsibility of the Contractor. 5. Provide training to maintenance staff in solar LED lighting general operation, maintenance, and trouble shooting (including securing for high wind events). 6. Provide stand-alone solar LED lighting systems to cover the parking area with a minimum of 0.2fc and no more than 1.0fc; fully shielded and with full cutoff per IESNA classification. Contractor shall provide a minimum of 3 manufacturer's designs and all component information prior to purchasing any materials. The completion time is 90 calendar days after Notice to Proceed. This is a total small business set-aside. Estimated Construction cost is $25,000 to $100,000.00. Specifications and Request for Quotation documents will be available on or about Aug 19, 2010 and can be uploaded from the FBO website. All responsible sources may submit a bid, which will be considered by the agency. This service is being procured under the guidelines of FAR Part 13 and 36.
