- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice isbeing issued as a Request for Quotations (RFQ).NASA/GRC has a requirement for weaving two types of cloth/perform using 1500 denier N610(Nextel) oxide fiber in accordance with the below Statement of Work. The provisions and clauses in the RFQ are those in effect through FAC _2005_-44.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 314999/500respectively. The offeror shall state in their offer their size status for thisprocurement. All responsible sources may submit an offer which shall be considered by the agency. Final product delivery is required not later than 60 days after contract award. Delivery shall be FOB Destination to:NASA Glenn Research Center, Attn: Jim Kiser, MS 106-121000 Brookpark RdCleveland, OH 44135. Offers for the items(s) described above are due no later than 4:30 p.m. on August 30,2010 to:NASA Glenn Research CenterAttn: Garnette Dutton MS 60-0 21000 Brookpark RdCleveland OH 44135and must include, solicitation number, FOB destination to this Center, discount/paymentterms, warranty duration (if applicable), taxpayer identification number (TIN),identification of any special commercial terms, and be signed by an authorized companyrepresentative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order forCommercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. It is critical thatofferors provide detailed information to allow evaluation of their offer. In addition tothat required under the above clause, the following additional items are required to besubmitted as part of the offerors response to the solicitation. A technical description of the items being offered in sufficient detail toevaluate compliance with the detailed specifications of the Statement of Work. Actual design (drawings/figures) that indicate the angles of the fibers withinthe specific proposed weaves. The figures shall show the way the fiber tows are actuallyarranged in the preform, and the proposed amounts of fibers that will run in eachdirection. NASA will treat the figures as Proprietary, and will not share the designsoutside the Government. A discussion of the manufacturing process and equipment that will be used tomanufacture the required items including a discussion of your ability to scale-up thewoven structures. A discussion of your experience fabricating these particular weaves (not just asimilar weave). Include documentation of when the specific weaves were made, for whatintended purpose, the name of the customer, and a customer point of contact to includename and phone number.NASA reserves the right to contact any prior customers tovalidate past performance. In accordance with FAR 52.212-2 Evaluation Commercial Items (incorporated byreference), selection and award will be made to that offeror whose offer will be mostadvantageous to the Government. Consideration will be to the factors of proposedtechnical merit, price, and past performance. The following factors will be used toevaluation offers: Technical Merit: The contractors technical approach to successfully comply withthe detailed specifications of the Statement of Work as detailed in the Contractorsresponse including the technical description, provided drawings, discussion ofmanufacturing process, equipment, and scalability. Past Performance: The contractors past experience in successfully fabricatingthe specific required product.Price:The price to deliver the required product.Relative importance of factors: Technical Merit and Past Performance are consideredequal in importance. These factors are individually considered more important than priceand when combined considerable more important than price. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin. FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable. STATEMENT OF WORKWeaving of N610 Fiber (1500 denier) to Create 2.5/3D Weaves of High Fiber Loading (forFabrication of Advanced Oxide/Oxide Ceramic Matrix Composites) Scope of Work: The contractor shall provide all necessary material, labor, and equipmentto successfully weave two types of cloth/preform using 1500 denier N610 (Nextel) oxidefiber in accordance with the detailed specifications included below. In addition to the detailed specification included below, the desired weavecharacteristics include: A high quality woven Layer to Layer cloth for one or both ofthe weaves; an angle interlock is acceptable for the second weave; through-thicknessstrength (defined); in-plane strength (defined). First Article submission: Prior to proceeding with final manufacture, the contractorshall submit to NASA for review and approval, a 3 ft length completed weave. NASA willreview the submission to assure it complies with detailed specifications including fiberloading, thickness, and quality of weave. If the weave does not comply with the detailedspecifications, has too low of a fiber loading or an unacceptable thickness, it will berejected and another first article may be requested at NASAs discretion. If thecontractor is unable to submit an acceptable first article, final approval tomanufacturing the items will NOT be provided and the contract will be terminated inaccordance with the terms of this contract (FAR 52.212-4 Commercial terms and Conditions Commercial Items). Final Deliverable: The final delivered weave shall be in accordance with the detailedspecifications. Final acceptance of the delivered weaves shall be in accordance withterms of this contract (FAR 52.212-4 Commercial terms and Conditions Commercial Items).
