Description
This announcement constitutes public notice of intent to award a sole-source purchase order to Environmental Systems Research Institute, Inc. (ESRI), 380 New York St., Redlands, CA 92373-8118, for the purchase of the ESRI ArcGIS Server Geoportal Extension 9.3.1 SP1 at NODC facilities, along with 20 hours of subsequent remote developer support. This requirement will be negotiated on an other than full and open competition basis in accordance with 41 USC 253(c)(1), as implemented by FAR 13.106-1(b)(1)and FAR 6.302-1(b)(2). This synopsis is published for informational purposes only. The applicable NAICS code for this requirement is 334611 and the size standards in numbers of employees are 500. Award will be made using FAR 13, Simplified Acquisition Procedures, current through FAC 2005-44. This notice of intent is not a request for competitive proposals and no solicitation package is available. The proposed source, ESRI, meets the unique technology requirements for NODC that cannot be met by competing products. Other groups at NOAA, such as the National Climatic Data Center (NCDC), Coastal Services Center (CSC) and the Climate Portal, are already using the Geoportal Extension which provides compatibility and consistency of design that will ensure continuity. Environmental Systems Research I is the only known source with skilled, qualified technicians, essential for the implementation of the ArcGIS Server Geoportal Extension 9.3.1 SP1. The software, data, web services, and documentation are proprietary to ESRI, the only known supplier/manufacturer that will be able to provide the software, service, and training for this application. If any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to the identified point of contact no later than Thursday, 26 August 2010, 11:30 AM (EST). Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
