- The Eastern Region Administrative Division-KC (ERAD-KC), National Oceanic and Atmospheric Administration (NOAA), Tropical Prediction Center (TPC) in Miami, FL intends to award, under the authority of FAR 13.106-1(b)(1), with Lightware USA for the purchase of a Lightware MX 16X16 DVI Video Router. A brand name sources sought notice was posted to FedBizOpps on August 13, 2010 and closed on August 18, 2010. No responses for manufacturers other than Lightware were received. The NAICS code for this action is 334310. The Lightware MX 16X16 DVI Video Router would be used as the center piece digital video routing in the Media/ Seminar Room phase II and serve as a spare unit to another Light Ware currently in place at the TPC main media presentation desk in support of the National Hurricane Center's (NHC) mission to save lives, mitigate property loss, and improve economic efficiency by issuing the best watches, warnings, forecasts and analyses of hazardous tropical weather, and by increasing understanding of these hazards. In the event of a failure to the unit at the main desk media presentation, the requested unit can be pulled and put in place to restore operations without any major down time involving reconfiguring of any of the core components (DNF controller, Spyder 344 video processor & Light Ware video router). The requested unit must be identical in function, configurability and operation to the existing equipment currently in place at the English Briefing Desk: • DNF ST420-VSS Shotbox controller, Spyder 344 and Light ware MX 16x16 DVI-Pro video router The requested unit must be able to maintain standardization with the current paradigm media presentation system model in place at the National Hurricane Center in Miami, FL and the National Center's For Environmental Prediction (NCEP)/ Hydrological Prediction Center (HPC) in Camp Springs, MD. This model consists of these core components: • DNF ST420-VSS Shotbox controller unit that allows the hurricane forecasters to very easily control the video content that is being displayed on the main display • Spyder 344 with the capability of being configured to input DVI-D or analog up to 2048 x 1200 in resolution and output DVI-D/ analog at 2048 x 1200 resolution at each output • Light Ware MX 16x16 DVI-Pro video router that allows for DVI-D signals up to 2048 X 1080, EDID management, 50 meter DVI cable compensation on all DVI and RJ45 inputs, RS232/ RS422 and Ethernet control • Capable of outputting NTSC or S-Video content • Boeckeler PointMaker for the annotation of the video content on the main display for pointing out key aspects of the hurricane to the general public The new unit must be such that if a failure occurs to the existing main desk unit, it has to be able to be put in place without any configurations changes in order to restore operations quickly. Also, the components mentioned above would have to be interfaced seamlessly to allow the hurricane forecasters to continue their operations without having to re-learn how to use the system. If another manufacturer can provide the request video router, interested parties must be able to demonstrate their ability to provide the support and must furnish detailed specifications and descriptions to demonstrate their capability to provide the support and satisfy the Government's needs. Capability information shall include, at a minimum, name, telephone number and address of concerns for which you have previously furnished this supply, and detailed narrative that describes your ability to provide this supply as specified and descriptive literature. Interested parties must respond within (5) five days after publication of this notice. If no affirmative responses are received, the government intends to purchase a Lightware Router. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition. All proposals received within 5 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
