Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ1715033 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. The anticipated contract type is firm fixed price. Place of performance is at the National Institutes of Health Clinical Center in Bethesda, MD, 20892. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Mental Health (NIMH) has a requirement for the services of behavioral and neurophysiological data collection, which, along with the large volumes of neuroimaging data, constitute enormous databases require large-scale storage systems, several layers of database management software, and multiple levels of database-specific security measures. The Section on Integrative Neuroimaging, within the Clinical Brain Disorders Branch and the Genes, Cognition, and Psychosis Program, is an interdisciplinary research program with a major investment in clinical studies using brain imaging technology such as positron emission tomography (PET) and functional magnetic resonance imaging (fMRI). These studies are aimed at investigating regional brain structure and function in normal individuals and in patients with a variety of neuropsychiatric disorders. During the course of these experiments, behavioral and neurophysiological data are collected, which, along with the large volumes of neuroimaging data, constitute enormous databases that require large-scale storage systems, several layers of database management software, and multiple levels of database-specific security measures. A number of long-term patient studies rely on the research and data that this work will produce. However, because of personnel changes and initiation of new projects, these duties cannot currently be completed in a timely and accurate manner; the existing resources of the intramural research program and the expertise available are not sufficient to handle this data collection, data management, and systems maintenance demand. Therefore the most efficient and cost effective way to proceed with this research is to contract. Because the Section on Integrative Neuroimaging has been at the cutting edge of the application of brain imaging technologies to clinical studies (with recent publications in premier scientific journals such as Neuron, Nature Neuroscience, the Journal of Clinical Investigation, and the Journal of Neuroscience), it is imperative that appropriate outside consultation and data management be acquired to maintain our position at the forefront of this field. Our massive databases of functional neuroimaging data must be reorganized, and quality control and data processing must be performed. Certain technical aspects of our database systems must be optimized and upgraded in order to comply with recently-updated HHS-wide data security guidelines. Additionally, the Section's knowledge-management system needs to be updated and optimized in order to more effectively capture and maintain training procedures, imaging protocols, and systems maintenance methods. The person performing this work will need to interact with a number of investigators to determine specific requirements for ongoing improvements to our storage, database, and analyses systems. The volume of data collection and the requirement for daily analyses necessitates that this individual work approximately 20 hours per week. This time will be devoted to optimizing and improving our database, storage, backup and analysis systems and upgrading a documentation and knowledge management system. The total duration of work is projected to be approximately 52 weeks beginning on or about September 1, 2010. Specific evaluation criteria, in order of importance, are: (1) Ability to perform the duties as described; 2) The candidate must demonstrate skill and five years of experience in a number of areas in the context of management and optimization of large-scale database and storage systems. These include interpersonal skills for collaborative work as well as command of computer operating systems, methods for large-scale storage and backup and methods for efficiently documenting technical knowledge. 3) past performance of 3 similar requirements in scope and size within the last 3 years. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer.
