- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a limited sources award for an Independent Study of Post Traumatic Stress Disorder for DoD Defense Centers of Excellence for TBI/PH to the National Academy of Science Institute of Medicine. Any firm that believes it can provide the stated capability as outlined below Limited Sources Justification are invited to submit written notification to the Contract Specialist NLT 2 September 2010 at 12PM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information should be sent electronically to Charles Bartlett, Contract Specialist, at charles.bartlett@amedd.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the limited sources contract. Limited Source Justification: Approval is being requested for a new contract based on requirements in the Defense Centers of Excellence (DCoE) for Psychological Health and Traumatic Brain Injury (PH/TBI). This will be a sole source contract with National Academy of Sciences, Institute of Medicine (IOM), for an independent study on the effects of Post-Traumatic Stress Disorder within the Department of Defense and Department of Veterans Affairs. The study will explore a range of topics and will include (1) list of each operative program and method available for the prevention, screening, diagnosis, treatment, for rehabilitation, (2) status of clinical trails involving innovative treatments conducted by DoD, Veteran Affairs or the private section; comparison of the methods of treatments. Authority Cited. 10 U.S.C.2304(c)(5) as implemented by FAR 6.302-5 -- Authorized or Required by Statute. Reason for Authority Cited. Under FAR 6.302-5; Section (C) Limitations; Subpart (iii), However the limitations does not apply (B) To any contract requiring the National Academy of Sciences to investigate, examine, or experiment upon any subject of science or art of significance to an executive agency and to report on those matters to the Congress or any agency of the Federal Government. The 2010 National Defense Authorization Act, section 726, mandates a study on the treatment of post-traumatic stress disorder to be conducted by the Institute of Medicine of the National Academy of Science. DCoE, which was established by the DoD on 30 November 2007, was delegated the responsibility of overseeing this action. In its mission, DCoE assesses, validates, oversees and facilitates prevention, resilience, identification, treatment, outreach, rehabilitation, and reintegration programs for psychological health and traumatic brain injury to ensure the Department of Defense meets the needs of the nation's military communities, warriors and families.
