- PWS This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is M6789810SSDD180. This acquisition is 100% small business set aside. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: Brand name or equal to SecureOffice Trusted Thin Client to include the following: CLIN 0001 - 2 Each - SecureOffice Trusted Thin Client DC License CLIN 0002 - 2 Each - SecureOffice Trusted Thin Client DC License Main CLIN 0003 - 3 Each - SecureOffice Trusted Thin Client Add Network CLIN 0004 - 3 Each - SecureOffice Trusted Thin Client Add Network Maint CLIN 0005 - 30 Each - SecureOffice Trusted Thin Client Lic per seat 1 - 500 seat CLIN 0006 - 1 Each - SecureOffice Trusted Gateway for LINUX (2 nets, up to 2 CPU) CLIN 0007 - 1 Each - SecureOffice Trusted Gateway Sys Maint (1 yr, LINUX) CLIN 0008 - 1 Each - SA User Band (1 yr, incl Maint up to 50 users)(TGS-Linux) CLIN 0009 - 5 Each - User Training (per user per day, 6 users or less) CLIN 0010 - 5 Each - Admin Training (per admin per day, 3 admins) CLIN 0011 - 10 Each - Installation services (per tech per day) This is a Brand Name or Equal requirement for the SecureOffice Trusted Thin Client and Gateway. Any Or Equal proposal received will be sent to the technical advisor for compatibility or functionality. Award will be made to the quotation which offers the best value to the government. Multiple awards may be accomplished if any items are determined to be unbalanced. The Government also reserves the right to make no award at all. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 effective 2 Aug 2010, DFAR DCN 20100816, and AFFAR AFAC 2010-0402. The North American Industry Classification System code (NAICS) is 541512, Computer Systems Design Services. The Standard Industrial Classification (SIC) is 7379, Computer Related Services. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the quotation that offers the best value to the Government. In addition to price, when determining best value, the ordering activity may consider, among other factors, the following: Past performance, special features of the supply or service required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, environmental and energy efficiency considerations, and delivery terms. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
