- Information Technology Support for Program Executive Office (PEO) Enterprise Information Systems (EIS) Portfolio Integration Officer (PIO)/Chief Information Officer (CIO) and Chief Technology Office (CTO) Request for Information 1.0 Contracting Office: Army Contracting Command, National Capital Region Contracting Center, 2461 Eisenhower Avenue, Alexandria, VA 22331-0700 2.0 Introduction: The NCRCC, in conjunction with the Program Executive Office (PEO) Enterprise Information Systems (EIS) Portfolio Integration Officer (PIO)/Chief Information Officer (CIO) and Chief Technology Office (CTO), is seeking qualified sources to provide information technology support services. Portfolio Integration Officer (PIO)/Chief Information Officer (CIO) provides guidance, oversight, strategic planning, and recommendations to the PEO and Project/Program Managers/Directors. The PIO/CIO is composed of the Theater Integration and Synchronization Office (TISO), and The Software Architect Office. The TISO conducts theater-focused analysis, coordination, integration, and synchronization of PEO EIS program activities. The evolving complexity of software development and integration introduces significant risk to the successful acquisition and maintenance of US Army systems. The Software Architect Office provides planning and development and includes tasks such as: broad concept studies; identification of system software opportunities; preparation of system software roadmaps; and supporting technology roadmaps. The Chief Technology Office (CTO) provides strategic guidance to the PEO and the CIO on technology solutions to support the policies and directives issued by the CIO/G6. The CTO develops technological approaches supporting Enterprise Systems and delivers interoperability capabilities through coordinated Test & Evaluation with early involvement in acquisition lifecycle decisions. The Army is currently conducting market research to determine knowledgeable, qualified, experienced, and interested potential sources capable of providing the services as described herein. The information requested by this Request for Information (RFI) will be used by the Army to facilitate decision making. This RFI is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Army will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 3.0 Purpose and Objective: Responses to this RFI will assist in identifying vendors with capabilities and experience related to the required information technology support services. Support will include providing quick turnaround and flexibility to support projects of short or long duration such as analyzing new technology capabilities, evaluating systems interoperability, etc. in support of senior leadership requirements. This includes, but is not limited to, the following disciplines: Information Technology Theater Integration Synchronization Enterprise Architecture Program Fielding Coordination Software Architecture Modeling and Simulation Information Assurance Systems Engineering Support Network Operations/Computer Network Defense (NetOps) Administration Related tasks may be accomplished through analysis and documentation of DoD Architecture Framework (DODAF) artifacts; Technical support in the development and implementation of projects throughout the Global Network Enterprise Construct (GNEC) and Area Processing Center (APC) arenas of the Army Enterprise; Applying information models for integrated/shared software and database management systems; Ensuring systems and applications are compliant with standards for systems architectures and reference models; Expertise in conducting theatre-focused analysis, coordination, integration and synchronization of PEO EIS program activities; Expertise in aspects of battle command and simulations/training; Development of architectures, network design and troubleshooting methodologies; Conducting site assistance visits to perform comprehensive analysis of the current environment, understand issues encountered, and formulate gap analysis and strategies and solutions to overcome these challenges; Provide the Army decision makers with an all-inclusive, integrated, near real time situational awareness and operational reporting capability of the Armys networks, systems, security devices, and designated applications; Provide modeling and simulation knowledge and expertise in development of policies, procedures and processes; Develop formal processes and procedures for work completed; Support task forces in understanding and providing recommended technical approaches, resolutions to issues; Conduct studies or analysis related to M&S programs or issues. 4.0.Requirements: Compliance with the latest revisions/updates to the below referenced documents is required.
