Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis the services of the Public Health Institute, 555 12th St., Suite 1050, Oakland, CA 94607 for cancer surveillance support for process improvement. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. The Surveillance, Epidemiology and End Results (SEER) Program of the National Cancer Institute is an authoritative source of information on cancer incidence and survival in the United States. Information on more than 3 million in situ and invasive cancer cases is included in the SEER database, and approximately 170,000 new cases are accessioned each year within the SEER catchment areas. The SEER registries routinely collect data on: patient demographics, primary tumor site, morphology, stage at diagnosis, first course of treatment, and follow-up for vital status. As NCI's understanding of the biological and genetic determinants of cancer evolve terminology and classification systems for characterizing the diagnosis and therapy for cancer will continue to change. As medicine becomes more personalized, there will be increasing demand that data on biomarkers, genetic variation, and targeted treatments be collected by SEER. The NCI SEER and associated surveillance systems will need to adapt data collection processes and cross-walks appropriate for the emerging clinical care, translational research, and public health infrastructure. The contractor shall provide support in the following three areas: (1) the identification, design, and implementation of process improvement projects at several of the SEER Program's central cancer registries, (2) evaluation of the results of the SEER 2010 Collaborative Staging Version 2 (CSV2) data studies with an emphasis on potential process improvement implications, and (3) the development of metrics for staffing levels for a number of registry functions that can be incorporated into the SEER Cost Tracking System. The contractor must not be employed by the SEER program but shall have a thorough knowledge of the SEER program, the concepts and principles underlying process improvement, and the ways in which process improvement methods can be applied to SEER registry business processes. The Public Health Institute (PHI), with Lilia O'Connor as lead project director, is uniquely qualified to conduct these activities based on education, prior experience in the relevant field, and Ms. O'Connor's previous work on related activities. Ms. O'Connor received both her Masters of Business Administration (MBA) degree and her certification as a tumor registrar. The goal of many of the objectives outlined involves the analysis of business processes with the goal of implementing effective process improvement within the various functions undertaken by a central cancer registry. Ms. O'Connor's educational background provides the skill set necessary for such work. When combined with her over thirty years of experience in central cancer registry operations and the leadership role she has played in many past NAACCR and SEER initiatives. The Public Health Institute and Ms. O'Connor provide unique capabilities which will prove essential to the success completion of the objectives of this project. At present, PHI is the only known organization identified with expertise in both central cancer registry operations, operating as a subcontractor to the State of California Cancer Registry, and the design and implementation of process improvement initiatives, through their involvement in ongoing efforts within the SEER California registry. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 2, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
