Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to award a fixed price purchase order on a noncompetitive sole source basis to Advanced Chemistry Development Inc, 110 Yonge Street, 14th Floor, Toronto, ON M5C 1T4 for the following ACD Software Package: -ACD/PhysChem Batch, One (1) License; -ACD/ADME Suite Batch, One (1) License; -ACD/Tox Batch, One (1) License; -ACD/DMSO Batch, One (1) License; -ACD/PhysChem Suite (standalone desktop software), Two (2) Licenses; -ACD/ADME Suite (standalone desktop software), Two (2) Licenses; -ACD/Tox Suite (standalone desktop software), Two (2) Licenses; -ACD/DMSO Solubility (standalone desktop software), One (1) License; and -6 months of software maintenance. The software tools cover many features that are necessary for the NIH Center for Translational Therapeutics (NCTT) and the Therapeutics for Rare and Neglected Diseases (TRND) program. The software provides virtual predictions of ADME-Tox and physical and chemical properties of compounds. The batch mode allows calculations of the entire chemical library of NCTT and TRND. The standalone versions allow individuals to evaluate any compound, including virtual ones that a chemist is considering for future synthesis. Ultimately, these software tools accelerate the entire lead optimization process. It allows prediction of all compounds, not just the top lead candidates, thus improving the quality of the lead candidates themselves. The sole source determination is based on the fact that Advanced Chemistry Development, Inc. develops and sells its own software and it is not sold by any distributors. The NCTT will be routinely evaluating compounds for the optimal solubility and ADME-Tox properties. Such properties are typically determined through very costly experiments that are low in throughput, time consuming, and typically run on a very limited number of compounds within the drug discovery campaign. These ACD Laboratories software tools will generate ADME-Tox and physical chemical properties in a batch fashion for the entire chemical library. Thus, the software can help guide the direction of medicinal chemistry efforts in the NCTT projects while limiting the number of costly ADME-Tox assays. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), Bethesda, MD 20892. The North American Industry Classification System (NAICS) Code is 511210, Software Publishers, with a small business size standard of $25.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-44 (July 8, 2010). However, this solicitation is not set aside for small businesses. Interested parties may identify their interest and capabilities in response to this synopsis by August 24, 2010 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
