TRICARE Management Activity, Communications & Customer Service (C&CS) Title: Manage, Produce & License Products Featuring TRICARE Management Activity Trademarks 1.0 General information Document type: Sources Sought Notice Original response date: 1 September 2010 Classification code: R- Professional, administrative and management support NAICS code: 5333110 2.0 Contracting Office Address: United States Medical Acquisition Activity (USAMRAA) 820 Chandler Street Ft. Detrick MD, 21702-5014 3.0 Description: Pursuant to 10 U.S.C. 2260, the Department of Defense, TRICARE Management Activity (TMA), hereby gives notice of its intent to award a limited number of multi-year licenses to manage, manufacture and sell products bearing reproductions of THAT GUY, TRICARE and other TMA owned trademarks. The licensed products may include, but are not limited to, the following items: posters, coasters, air fresheners, temporary tattoos, stickers, mugs, towels, stress balls, T-shirts, baseball caps, Frisbees, static clings, antenna balls and recreational balls and equipment. A requirement of this contract shall be the licensees ability to drop ship the licensed product on demand to U.S. military installations in the United States and overseas. Unless otherwise authorized by TMA, licensed products may only be sold to authorized Department of Defense personnel. A requirement of this contract shall include the management of the production and distribution of the licensed product, tracking of unit sales, payment to TMA of such up-front royalties and additional royalties based on a percentage of revenue earned from the sales of all licensed products as are called for in the contract, and meeting TMA quality standards, including those set forth in the applicable TMA style guide. TMA will participate in production of products by providing the licensee with technical advice, expertise, and all print specifications. TMA will also retain final approval authority of the content and appearance for all licensed products. This proposed requirement has an anticipated period of performance of a base year with four or more option years. All responsible, interested sources are asked to submit their qualifications and capabilities in response to this announcement. 3.1 Support: Respondents should provide a description of staffing support capabilities and necessary skill set as they correspond to the above activities 4.0 Submission Requirements: RESPONSES ARE DUE BY: 15 October 2010 Interested firms may submit capability statement via e-mail with response to Scott.comeau@us.army.mil. Responses shall not exceed 20 pages when printed and should be transmitted with attachment in Microsoft Word or PDF format. Maximum allowed electronic file size 10 megabytes. Capability package must include the following: 1.A brief high-level description of their organization. 2.Capability statement demonstrating knowledge and ability to perform services requested. 3.Relevant past performance information-demonstrating ability to provide capability noted. 4.List of customers (both government and private) for similar services rendered within the past 4 years. 5.A description of staffing capabilities and necessary skill set, as they correspond to the RFI. 6.Business status: e.g. Small disadvantage; (a) Women-owned; Veteran owned etc. 7.List of GSA contracts relevant to this requirement, with contact numbers, contact information- name, title, telephone number and e-mail address of designated corporate point of contact for this RFI. *All valid e-mail responses must include the return e-mail address, company name, mailing address, telephone number, fax number and point of contact. * Questions relating to this requirement should be directed to: Mr. Scott Comeau by e-mail at Scott.Comeau@us.army.mil.
