Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health (NIMH), intends to negotiate on a sole source base with the Georgetown University of Public Health and Health Services, 2100-W Pennsylvania Avenue, 8th Floor, Washington, DC 20037, for support of the Secretariat for the DC Partnership for AIDS Progress (DC PFAP) which works with the DC Department of Health. The specific emphasis is on psychological and behavioral factors to contribute the DC HIV prevention research agenda. There are current ongoing activities such as womens' behavioral and biomedical intervention studies, subspeciality clinics including hepatitis, and DC co-horts. These programs started in 2008 and are on-going through 2011. In addition, the Co-Director of the George Washington AIDS Institute, Dr. Alan Greenberg, will provide administrative leadership to assemble the appropriate expertise to build the database on which the prevention agenda in DC will be developed. DC has one of the highest HIV/AIDS rates in the United States. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Period of performance is 12 months. Comments to this announcement, referencing synopsis number 1744885 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan A. Nsangou, Contracting Officer.
