- Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of functioning as a data coordination center that will provide consulting and services to assist the NICHD in creating/developing a research clinical database including specimen information containing 10,000 patients that will allow the execution of research pertaining to perinatology/pregnancy related studies. The scope of work to include but not limited to: Assist in the establishment of a database and collect clinical information.Determining patient selection criteria and de-identification proceduresDeveloping Case Report Forms (CRF) for each NICHD protocolDevelop written CRF completion guidelines and assist in training PRB personnel in the use and completion of CRFs,Advise the NICHD on the existing Electronic Data Capture (EDC) system and provide specifications and a testing plant to further refine that systemEstablish a process for CRF Tracking and a Data Entry ManualEstablish a process for converting data elements in to database coding to facilitate access to the dataEstablish an Adjudication Plan that results in well characterized patient population (i.e. distinguishes controls from diseased individuals),Proposes an External Data Processing PlanExecutes a Data Validation ProcedureDatabase Lock and Archiving ProceduresDetermining procedures and the database structure to indicate specimens collected and amount of specimen for a given sample Analytic Database Construction: to include specifications, coding, miscellaneous cleaning and documentation to include specimen database and tracking database The contractor/vendor should have experience in providing the above needed services for a Government agency to include clinical trials as well as observational and longitudinal studies. Interested firms with the capability of providing the required/similar service are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541712 with a size standard of 500 employees. All respondents are requested to identify their firms size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement should include references. Two (2) copies of the capability statement must be received at the address identified in this synopsis prior to (noon) 12:00p.m. local time at designated location on August 30, 2010 Responses by fax or e-mail WILL NOT BE ACCEPTED. Offerors are responsible for routinely checking this website for any amendments to the solicitation.
