- The United States Patent and Trademark Office (USPTO) plans to award a sole source commercial item contract using FAR Part 12 procedures to Chemical Abstract Service (CAS), 2540 Olentangy river road, P.O. Box 3012, Columbus, Ohio under authority of 41 U.S.C. 253(c)(1) - Only One Responsible Source. The total contract period of performance will be for a sixty (60) month period from October 1, 2010, through September 30, 2015 consisting of one twelve month base period and four twelve month option periods. Under the aforementioned contract, CAS will provide USPTO's Patent Examiners with unlimited access to CAS' web based, proprietary commercial databases, called the Scientific Technical Network (STN). STN is used by USPTO's Patent Examiners to identify prior art (i.e. non-patent literature (NPL), granted patents and patent applications) for chemical and related information to enable examiners to more efficiently and effectively process their patent applications. CAS provides the USPTO with access to over 170 STN databases. CAS' STN databases offer the largest collection and depth of chemical and related information compared to other commercial web based databases. In addition, CAS is the only company that has a unique, proprietary, chemical structure searching capability using its STN Express software. No other source can successfully meet the USPTO's requirements.
