Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) and the solicitation number is N2011111001, NER-GATE-National Park Service, Governor's Island N.M., N.Y. Requires the following: Janitorial Services for Governor's Island National Monument Buildings #107, #140, #202, #206, #210, #214. The Services shall be provided in strict compliance with the terms, specifications, conditions, and provisions contained within the performance work statement (PWS). The Contractor shall furnish all equipment, transportation, labor supervision, and supplies (except as specified herein as Government furnished) necessary to maintain the designated buildings in a clean, sanitary, and acceptable condition.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43. This solicitation is being advertised as Unrestricted under NAICS 561720 - Janitorial Service, with a size Standard of $16.5 Million. The Product Service Code is S201. The U.S. Department of Labor Wage Determination Number: WD 05-2375 (Rev. 9), dated June 06/15/2010 is applicable. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a contract to the responsible offeror whose total proposal represents the best value for the Government, price and other factors considered on a "low-price-technically-acceptable" basis. This contract will have a firm-fixed price portion and an IDIQ portion. A technically acceptable will meet or exceed the criteria and must submit the following along with the proposal:(1) Have at least three (3) years of experience performing similar services as required in this solicitation. (2) A list of key personnel and crew who will be performing the work.(3) The contractor shall provide sufficient documentation of satisfactory past performance on recent contracts preferably performed within the past three (3) years of similar scope, size and complexity as this one. Information on the references shall include name of the company, point of contact, phone number, description of the work provided, total amount of contract. TECHNICAL PROPOSAL SUBMISSION REQUIREMENTS:a. The three (3) technical factors are of equal importance to each other and when combined are approximately equal to price. Elements within each technical factor are also of equal importance within the factor. It is the Government's intent to utilize low price, technically acceptable selection procedures to award the contract to the offeror whose proposal is considered to be most advantageous to the Government, price and technical factors considered. Price will be evaluated in accordance with FAR 15.404-1. SCOPE OF WORK The purpose of this contract is to provide for janitorial services for Governors Island National Monument Buildings #107, #140, #202, #206, #210, #214. Services shall be provided in strict compliance with the terms, specifications, conditions, and provisions contained within this Performance Work Statement (PWS). The Contractor shall furnish all equipment, transportation, labor, supervision, and supplies (except as specified herein as Government furnished) necessary to maintain the designated buildings in a clean, sanitary, and acceptable condition. The performance period of this contract will be 1 year beginning Oct. 1, 2010 and ending Sep. 30, 2011 with options for four additional years. NOTE: Building #107 and Building #140 are to be cleaned daily under the firm fixed portion of this contract. The total floor areas of the spaces and the number of fixtures to be cleaned in these buildings are included in Attachment 1. A floor plan of the area to be cleaned in Building #107 is included in Attachment 2. A floor plan of the area to be cleaned in Building #140 is included in Attachment 3. Areas and fixtures in Buildings #202, #206, #210, #214 are to be cleaned under the indefinite quantity portion of this contract. 2.BIOBASED PRODUCTSAll supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased products. The Contractor shall utilize the greatest number of biobased products available that meet applicable health and environment specifications. All supplies and materials to be used in the performance of work under this contract are subject to the approval of the Contracting Officer (CO). The following is a list of categories for products that may be required for performance of custodial duties. Each product submitted for use under this contract must be identified with at least one of these categories (some products may be listed under more than one category). PREWORK CONFERENCEPrior to commencement of work, the Contractor shall arrange a meeting with the CO to discuss the contract terms and work performance requirements. At this time, the Contractor shall designate, in writing, the name and phone number of the Contractor's on-site representative/supervisor and their responsibilities. 4.CONTRACTOR REPRESENTATIVE The Contractor shall provide a contract representative for the performance of the work specified in this contract. The name of this person and an alternate(s) who shall act for the Contractor when the Contractor is absent shall be designated in writing to the CO. The Contractor's representative or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contractor's representative and alternate(s) must be able to read, write, speak, and understand English. 5. PERSONNEL The Contractor shall employ personnel qualified and capable to perform janitorial work and will provide a list of personnel who will be on the premises and their work schedules. 6.SCHEDULE AND HOURS OF OPERATIONThe frequency of service will be five days a week during the summer season (first work day in May to mid-October) and three days a week during the winter season (approx. mid-October to the beginning of May). Exact dates and weekly schedule will be designated by the COR. All janitorial services shall be performed between the hours of 6:30 am and 10:30 am. 7. GOVERNMENT FURNISHED MATERIALSNo equipment, materials or supplies will be provided by the Government. The Contractor shall provide all equipment necessary to perform the requirements of the contract. 8.GOVERNMENT FURNISHED FACILITIESThe Government will provide water and electricity. The Government will provide floor space for the Contractor's storage in building 107. No flammables shall be stored indoors. The Government for such areas will provide no security. The Contractor shall provide his own means of securing and protecting his material and equipment. The Government shall not be held liable for any loss, breakage or damage of the Contractor's supplies or equipment. Failure of the Contractor to comply with the requirements of this paragraph will result in the loss of this privilege. 9. CONTRACTOR-FURNISHED ITEMS A.Equipment: The Contractor shall furnish all equipment and materials necessary to perform the tasks specified in this contract. Equipment furnished by the Contractor shall be commercial grade and of the size and type customarily used in high quality work of this kind. Mop heads shall be cleaned, dried and replaced as necessary to prevent excessive odor. All equipment brought on to the premises is subject to the approval of the CO. Equipment deemed, by the CO, to be of improper type, design, or hazardous shall be removed from the premises and replaced with satisfactory equipment. Carpet cleaning equipment shall be of professional quality and capable of deep cleaning all carpets. All equipment shall have bumpers and guards to prevent marking or scratching of fixtures, furnishings, and/or building surfaces. All electrical equipment used by the Contractor shall meet all safety requirements of this contract and must operate using existing building circuits. B.Supplies: The Contractor shall furnish all products and materials necessary to perform the tasks specified in this contract. The Contractor shall utilize products and materials made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. The Contractor shall not use any materials which the CO determines to be unsuitable for the work or harmful to the surfaces it is intended to be applied. This does not relieve the Contractor of any damages resulting from the application of such materials. The Contractor shall not use any materials which the CO determines does not meet the requirements established by applicable Federal specifications and standards. Material Safety Data Sheets (MSDS) are required for all cleaning compounds and products used to perform the tasks specified in this contract. 10. SAFETY Contractor is subject to all applicable State and Federal OSHA rules and regulations. Prior to the start of the contract, the Contractor shall submit to the CO for approval a document listing: A.A list of chemicals and/or products, including manufacturer names or the brand names, to be used during the performance of work under this contract, the intended use of each of these materials or products, any potential hazards that may be associated with the use each product, and Material Safety Data Sheets (MSDS) for each of these products; B.A description of work to be performed and any potential hazards that may be associated with the performance of that work; C.Personal Protective Equipment required; 11. FIRE PREVENTION AND SECURITYThe Contractor is responsible for ensuring security of Government property, buildings, equipment, materials, records, and data against unauthorized access, loss, or damage during the performance this contract. A.Fire Prevention: The Contractor shall keep janitor closets neat, clean, and free from odors and fumes. All chemical and combustible items shall be stored in proper containers. All trash shall be placed in the dumpsters and not stored in the janitor closets.There are no public areas designated as smoking areas. Smoking is prohibited inside the building.B.Building Security: The Contractor shall not attempt to reconnect or re-plug any computer wiring disconnected or disturbed during the performance of this contract. The Contractor shall leave written notification on the COR's desk of any computer equipment accidentally disconnected. The Contractor shall not disturb papers or equipment on desks or bulletin boards, open drawers or cabinets, use computers or faxes, or use telephones provided for Government use, except in the case of an emergency. 12. CIRCUMSTANCES TO BE REPORTED The Contractor will report to the COR any circumstances of needed repairs of the facility or unusual soiling of an area which may affect the performance of the work and/or create unhealthy or hazardous conditions. 13. SERVICE CALLSService calls are intended to encompass all custodial services, which are brief in scope (within the specified material cost and labor hour limits) and would not reasonably require separate job planning, estimating or scheduling. Service Calls will only be used when emergencies such as spills, flooding of an area or similar situation requires immediate response to prevent health and safety problems. Service call work may be ordered for any facility or structure. Service calls will be ordered verbally, by phone. Service call work shall be performed without further input from the Government. Work resulting from service calls shall be completed by the Contractor in compliance with the standards for each type of work specified. The estimated quantity of overtime hours needed for service calls will be twenty-four (24) hours. Service Call work will be ordered under the Indefinite Quantity Portion of the contract and not be included in the firm fixed price. Service Call Response Time - During normal working hours, the Contractor shall respond within one (1) hour after receipt of the service call. Outside normal working hours, the Contractor shall respond within FOUR (4) hours after receipt of the service call. The Contractor shall respond within the specified response time and shall work continuously without departing the work site until the condition is arrested. Service Call Cancellation - If the Government cancels a Service Call and no direct labor costs are incurred by the contractor, the contractor will not receive payment for that Service Call. 14. LOST AND FOUND PROPERTY It is the responsibility of the Contractor to ensure all articles of possible personal or monetary value found by the Contractor are turned in to the CO. 15. UNFORESEEN BUILDING CLOSURES When an unforeseen building closure occurs on a regularly scheduled day of work, the Government shall have the following options:A.To require the Contractor to perform work necessary to sustain operations on the following normal duty day. B.To forego the work and reduce payment due to the Contractor accordingly for work not performed. 16. SUBCONTRACTINGThe Government reserves the right to approve or disapprove any subcontractors selected. The Contractor shall obtain approval from the CO for all subcontractors prior to entering into any subcontracts. The Contractor's request for approval shall be in writing and include the specific work to be accomplished by the subcontractor. 17.CONTRACTOR SUBMITTALSThe following shall be submitted to the CO for approval prior to the commencement of work to be performed under this contract: A.Safety Information - A document containing relevant safety information (see SECTION 11: SAFETY) must be submitted to the Government at least 10 days prior to commencement of work and will be incorporated into the resultant contract. B.Quality Control Program - The Contractor shall institute a complete Quality Control Program (QCP) to ensure the requirements of this contract are provided as specified. The goal of the QCP should be to identify and correct any problems that may arise before they are identified by the CO or his/her representative. A written Quality Control Plan must be submitted to the Government at least 10 days prior to commencement of work and will be incorporated into the resultant contract. At minimum the QCP should include: 1.An inspection system, covering all services required, utilizing a comprehensive checklist to monitor contract performance. 2.A system for identifying and correcting deficiencies and/or a pattern of deficiencies in the quality or quantity of services provided. 3.A file system to maintain record/documentation of inspections conducted and corrective actions taken. Documentation of inspections conducted, deficiencies identified, and corrective actions taken must be kept current and made available to the CO upon request. C.Cleaning Operations and Stewardship Plan - The Contractor shall develop and institute a complete Cleaning Operations and Stewardship Plan establishing a commitment to the use of biobased products, employee health and safety, and sound environmental practices. A written Cleaning Operations and Stewardship Plan must be submitted to the Government at least 10 days prior to commencement of work and will be incorporated into the resultant contract. At minimum, the "Plan" must also include:1.A list of proposed biobased products to be used in the performance of services provided under this contract (at minimum proposed products must be identified by brand name), including a summary of product attributes. 2.Product Use and Cleaning Guides defining standard operating procedures and/or instructions for the proper use, storage, and disposal of the cleaning products, proper operation of equipment, and proper procedures to accomplish work under this contract. 3.Proper procedures for the storage of hazardous materials in conformance with good housekeeping practices, the National Fire Prevention Association (NFPA) Code, and applicable federal and municipal regulations. The "Plan" must also define proper procedures for the identification and disposal of hazardous wastes in accordance with Federal RCRA regulations and the District of Columbia Municipal Regulations (DCMR), Title 20, Subpart E prior to use with personnel. D.MSDS Sheets and Cleaning Product Information - The Contractor must submit a list of material and products to be used in the performance of work under the terms of this contract. The list of materials shall include the name of the manufacturer, the brand name, and the intended purpose or use of each of the materials listed. A Material Safety Data Sheet (MSDS) for each product and material listed must also be provided. E.Personnel - Provide and keep current a written list of the names of all Contractors' employees performing services under this contract and their work schedules. Provide numbers (landline and cellphone) where the Contractor or an employee can be reached 24 hours a day. This will only be utilized in case of emergency. F.Insurance - Provide a certificate of insurance as required by FAR 52.228-5. 18. TECHNICAL SPECIFICATIONSThe janitorial services shall be performed in accordance with the following specifications at the frequencies prescribed. A. DAILY SERVICES: All daily services are to be performed in full each day cleaning is conducted. The work shall be done between the hours of 6:30 am and 10:30 am as noted in Section 6 and include the following: 1. Restrooms"Clean and sanitize all surfaces including sinks, water closets, urinals, partitions, door handles and push plates, and shower stalls;"Clean and sanitize tile walls adjacent to and behind urinals and water closets;"Clean and sanitize sanitary napkin receptacles;"Sweep, mop, and sanitize tile floors;"Clean and polish mirrors, dispensers, and chrome fixtures;"Empty waste receptacles and remove trash;"Spot clean all other surfaces and dust horizontal surfaces including tops of partitions and mirrors;"Dust lockers, including top;"Re-stock restroom supplies. 2.Floors"Clean all entrance mats so that they are free of soil or grit. Soil and moisture underneath entrance mats shall be removed and the mats will be returned to their locations;"Vacuum carpeted office areas;"Remove all spots and stains from the carpet as they occur;"Sweep and mop non-carpeted areas so that they are free of marks, scuffs, stains and build-up or discoloration. 3.Gl
