RECOVERY ACT PROJECT: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE TO GSA SCHEDULE - IT SCHEDULE 70 HOLDERS. SEE eBUY RFQ # RFQ498940 FOR THE SOLICITATION PACKAGE. The Department of Interior (DOI), National Business Center (NBC), Acquisition Services Directorate (AQD), Herndon Office on the behalf of the Indian Health Service is soliciting qualified General Services Administration (GSA) Schedule firms to submit responses to a Request for Quotation to perform IHS Personal Health Record development in accordance with the below requirement background. Personal Health Record:The Indian Health Service (IHS) is the principal federal health care provider and health advocate for Indian people and provides a comprehensive health services delivery system for American Indians and Alaska Natives (AI/ANs). IHS provides health services through a system of Federal (direct) IHS, Tribal, and Urban (I/T/U) operated facilities and programs. These I/T/Us provide health services to 1.9 million AI/ANs through 144 Service Units composed of more than 500 direct healthcare delivery facilities. A wide range of clinical services, including primary, emergency and behavioral health care, is provided in outpatient and inpatient facilities in both urban and rural areas. An emphasis on clinical quality performance, health promotion, and disease prevention is inherent to all service delivery. IHS recognizes that health information technology (IT) is essential to meeting the Agency's mission to raise the physical, mental, social, and spiritual health of AI/ANs to the highest level. The role of the Office of Information Technology (OIT) is to manage all technology elements for the IHS, including telecommunications, network (local area network [LAN]/wide area network [WAN]), security, data warehouse National Patient Information Reporting System (NPIRS), and Resource and Patient Management System (RPMS) development, deployment, and support. The IHS has long been a pioneer in using computer technology to capture clinical and public health data. The IHS clinical information system is called the Resource and Patient Management System (RPMS). Initial development began nearly 30 years ago, and many facilities have access to decades of personal health information and epidemiological data on local populations. The IHS RPMS is a distributed electronic information system designed to enhance the ability of I/T/U facilities throughout the United States to provide high-quality healthcare by providing accurate, timely, and comprehensive clinical and administrative information to local healthcare providers and program managers. RPMS includes clinical, administrative, and financial information on patients and resources integrated into a Practice Management suite of over 60 software applications. IHS has implemented a Personal Health Record (PHR) to enable patients to more proactively manage their health in partnership with their health care team by providing a secure web application where their health information is viewed. This includes information entered by the patient, other supporting health content and features and information copied from the RPMS. The information copied from RPMS is initially targeted at meeting the requirements for Meaningful Use (MU) for 2011 which identifies specific information (ex. medications, labs, discharge summaries, etc.) that must be viewable by the patient. The IHS PHR has interfaces to two source systems in order to retrieve and display patient data. The first source is designed for retrieval and display of information internal to IHS. The interface allows the PHR system to request information for the patients and then negotiates the path within the IHS network to retrieve specific information requested from the various locations associated with that patient. The second interface is based on National Health Information Network (NHIN) technologies and will be used to display data from sources external to IHS. The primary objective of this task order is to assist the IHS in providing a certifiable version of the RPMS EHR that meets each stage of the meaningful use criteria. In addition, the PHR will be expanded to provide additional features to empower positive patient results and support the continued national roll out of the product. The contract will contribute materially to IHS' successful completion of its responsibilities under the ARRA of 2009. In accordance with the requirements of ARRA, the Government is seeking to maximize the usage of Firm Fixed Price requirements. This requirement will seek a hybrid Firm Fixed Price and Time & Materials solution. The Government does not believe that all of the development efforts in this requirement could be completely outlined and as such a Firm Fixed Price solution is not the best approach. Firm Fixed Price elements are identified in the RFQ package with the remaining services to be provided on a Time & Materials basis.
