- This publication serves as notice of intent to procure development of software to transfer radar data from aircraft to a ground server for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with Remote Sensing Solutions Inc. The government intends to acquire the development of the software under the authority of FAR Part 13.106-1(b)(1). The government intends to issue a fixed price purchase order to Remote Sensing Solutions, Inc. for the development of the software. Remote Sensing Solutions Inc. has already developed software for the Airborne Atmospheric Measurement and Profiling System (AAMPS.) Remote Sensing Solutions has previously developed software for the AAMPS that must be modified in order to transfer radar data from the NOAA aircraft to a ground server. Remote Sensing Solutions has the necessary experience and expertise to perform this task independently. Any other vendor would have to overcome a huge learning curve in understanding the existing aircraft and ground systems. These factors would increase cost and delivery time. The Hurricane Forecast Intensity Program (HFIP) is a high priority program for NOAA. Any delays in developing this software could impact the overall intensity forecast improvement schedule. This is a small purchase acquisition over $25,000.00. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, NOAA, Eastern Acquisition Division - Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
