- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Quantity 1:1.) Basic HIWC WX RadarThe National Aeronautics and Space Administration is seeking an advanced, X-band,airborne, pulse-Doppler weather radar and data recording system to support a flightcampaign investigating ice content in convective weather systems. The basic system shallinclude a radar transceiver, control unit, pedestal, antenna, display, and data recorder. In order for this system to support the flight investigation, the radar and its datarecorder must be capable of providing and recording the fundamental radar measurements ofIn-phase and Quadrature (I/Q) voltages from which all radar data products are derived. The radar shall be an existing commercial product with FAA, Part 121, certifiedinstallations.The radar should be designed with an integrated antenna, pedestal, andtransceiver suitable for installation in a small, business-class aircraft. The radarshall be capable of operation in an unpressurized radome at altitudes up to 45,000 feet. The radar shall have FAA-certified wind shear and enhanced turbulence detectioncapability. The radar shall be capable of extracting vertical wind estimates.Inaddition to providing researchers with these measurements, the radar shall be capable ofproviding standard, certified weather to the flight crew. The radar system shall becapable of measuring 0 dBZ reflectivities out to a range of at least 1 nautical mile. 2.) InstallationThe Contractor shall support the installation of the HIWC WX Radar and Data Recorder ontothe research aircraft designated by the NASA HIWC Program. This support will includeboth the standard radar system and the additional research components.This support willbe in the form of technical specifications, drawings, and installation instructions. TheContractor will not be responsible for installing the system but will support thevalidation of this installation by providing test procedures and minor analyses ofrecorded data to verify proper function and proper installation. The provisions and clauses in the RFQ are those in effect through FAC 2005-42. The NAICSCode and the small business size standard for this procurement are 334511 and 750. Theofferor shall state in their offer their size status for this procurement. Allresponsible sources may submit an offer which shall be considered by the Agency. Delivery of items is to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH44135 (Receiving, Bldg. 21). Delivery shall occur NO LATER THAN 120 DAYS after receipt oforder. Delivery shall be FOB Destination. NOTE for those proposing shipping costs: anycosts for shipping shall be included in the quoted price of each item. DO NOT quoteshipping separately. All offers shall include, solicitation number, FOB destination to this Center, proposeddelivery schedule, discount/payment terms, warranty duration (if applicable), taxpayeridentification number (TIN), identification of any special commercial terms, and besigned by an authorized company representative.
