- Suitland Secure Document Destruction - Attachments 1-7 NOTE: See below for due date of Relevant Past Performance information. This date is earlier than the due date for the remainder of the quotation. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Fixed-price Indefinite Delivery Indefinite Quantity quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-10-Q-0100 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 effective August 2, 2010. This is a 100% total small business side-aside RFQ under NAICS 562213, Solid Waste Combustors and Incinerators with a size standard of $12.5 million. The Government reserves the right to make an award on the initial quote without discussions. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. A fixed-price Indefinite Delivery-Indefinite Quantity contract will be issued to the Contractor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this contract will be evaluated based on the following evaluation factors which are equal in importance: 1. Technical Understanding and Approach. The Government will assess the contractor's technical understanding and approach as it relates to this requirement. As such, the contractor must demonstrate its understanding of destroying sensitive and confidential records. This includes the contractor's certification that its facilities meet security requirements. In addition, a description of the destruction process as well as a description of how witnesses will be able to observe and verify the destruction process must be included in the response. The Contractor's quotation must provide any other information to demonstrate an understanding of and approach to work enumerated in the SOW. 2. Relevant Past Performance. The Government will assess the demonstrated quality of performance on similar, relevant work (including magnitude of the project and the nature of the work), to include the ability to control the quality and cost of work and effectiveness at accomplishing the goals of previous similar relevant work. Contractors are requested to submit no more than 5 references for relevant past performance performed within the past 5 years. Submission should include contact information for ordering entity, including a point of contact, dollar value of contract/order, brief description of work performed, and an explanation of how any performance difficulties were addressed and resolved. If the interested Contractor has no relevant past performance, an affirmative statement that no relevant past performance exists must be submitted. 3. Price. BACKGROUND: The National Archives and Records Administration's (NARA), Washington National Records Center in Suitland, MD has a requirement for services to destroy documents by incineration. REQUIREMENTS: The Statement of Work (SOW) is included as Attachment 1. This contract is designed to destroy Federal records according to the prescribed document destruction standards outlined in the SOW. The Government will retain title to the paper until the paper is incinerated. The contractor will retain risk of loss from the time the paper is loaded into the incinerator until the paper is incinerated. It is estimated that the maximum tonnage is sixty-four (64) tons in the base period and five (5) tons in all option periods. The Government guarantees the minimum tonnage outlined below per contract period. Estimated weights of the records to be incinerated are based on the best available Government information at the time of issuance of this solicitation. These estimates are based on the most up-to-date information available and are subject to change. NARA agrees to provide Contractor with quarterly updates of disposal forecasts. Note: The quoter should list, for each performance period, the fixed unit price per ton it will charge NARA to securely incinerate documents. All Contractor incurred costs including Other Direct Costs should be taken into consideration and calculated in the proposed fixed unit price. All direct labor costs for processing the paper once it arrives at the Document Destruction Facility shall comply with the DOL Hourly Wage Determination Rates and comply with the payment of DOL mandated Health and Welfare compensation (see Attachment 7, Wage Determination). The Total Estimated Not-to-Exceed Price will be calculated using the fixed unit price multiplied by the estimated maximum quantity. The Total Ceiling Price per performance period will be calculated by adding the total of all CLINs. The Total Contract Ceiling Price will be calculated by adding all contract period's Total Ceiling Price. The Government is not obligated to modify the contract‘s ceiling price. By submitting a response, the Contractor acknowledges its understanding that it exceeds the contract's ceiling price at its own risk. In the event NARA delivers material for destruction that weighs a fraction of a ton then the Contractor will prorate based on the per ton price. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. The Relevant Past Performance section of the quotation should be submitted earlier than the remainder of the quotation; it should be received by 12:00 PM EDT on August 27, 2010. The remainder of the quotation, which includes the technical quotation and price quotation, should be received by 12:00 PM EDT on September 3, 2010. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. Questions regarding this RFQ must be submitted in writing to Mr. Darell Taylor no later than 3:00 PM EDT on August 30, 2010 to be considered. Questions submitted in any other manner will not be answered. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security.
