- The Operations Analysis Division of Marine Corps Combat Development Command at Quantico Marine Corps Base in Quantico, VA intends to procure on an other than full and open competition basis a quantity of one Qualnet Developer Software. This requirement is sole sourced to Scalable Network Technologies, 6100 Center Dr #1250, Los Angeles, CA, due to Scalable being the only manufacturer and vendor of this software. Qualnet is the only modeling and simulation tool that can explore and analyze early-stage alternative device-designs and apllication code in closed, synthetic networks at a scale of up to thousands of network nodes. Any firms believing that they can provide the Qualnet Developer Software may submit a written response to be received by the Contracting Officer NLT noon EST on 24 August 2010. It must clearly show the firm's ability to be responsive without compormising the quality, accuracy or reliability of the software without causing programmatic hardship.
