Description
This solicitation will result in a single, firm-fixed price contract for the Pawnee Campground Reconstruction Project. This project consists of the reconstruction and construction of the Pawnee Campground in the geographic area on the Brainard Lake Recreation Area. The campground includes, but not limited to: improvement of the access roads to the campground; reconstruction and construction of the campground loop roads and spurs; campground recreational facilities (facility pads, picnic tables, grills, fire rings, tent pads, bear-proof storage lockers, and aggregate trails); water distribution (waterlines, hydrants, and valves); and other recreation facilities (two-unit prefabricated concrete toilets, interpretive kiosks, bulletin boards, fee station, concrete sidewalks, barrier rocks, wheel stops, culverts, fences, gates, and signage). The primary objective of this project is to provide quality facilities that are attractive, functional, safe, and economical to operate and maintain that comply with applicable codes, standards, and principles of sustainability. It is anticipated that contract award will be made around August of 2010. The estimated starting date for construction work is early September of 2010 (after Labor Day). An initial Notice to Proceed will be issued for the surveying and staking of clearing limits and the clearing and grubbing of the campground. Upon staking of this boundary, the Forest Service shall be notified and Forest Service will then identify all hazard trees to be removed by the Contractor. Hazard Tree removal and all clearing and grubbing operations shall be completed before winter shut down. This work shall be completed within 10 calendar days. The CO will issue a second Notice to Proceed for all remaining work in the spring of 2011. The campground will be closed to the public during the contract performance period. All remaining work shall be completed within 150 calendar days after the second Notice to Proceed has been issued by the Contracting Officer. The campground is located on the Boulder Ranger District, Arapaho and Roosevelt National Forest and Pawnee National Grassland in Boulder County. Locate the project area by traveling from Boulder west along State Highway 119 approximately 18 miles to Nederland, Colorado. From Nederland travel north approximately 11 miles on Hwy 72. Then travel approximately 8 miles west on Forest Road 112 to the Brainard Lake Recreation Area and Pawnee Campground (T.1N., R.73W., Section 4). The Government estimated range for project is between $1,000,000 and $3,000,000, inclusive of all option items. This project is a 100% Total Small Business Set Aside, NAICS code 237990, size standard (in millions) $33.5. A pre-bid meeting will be conducted on July 7, 2010, 9:00 a.m. Local Time. Participants will meet at the Boulder Ranger District, 2140 Yarmouth Ave., Boulder, Colorado. Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Participants must RSVP to Jason Ruybal, Project Manager, at 970-295-6655. All questions pertaining to this solicitation must be submitted, in writing to Christina A. Schofield, Contracting Officer at cschofield@fs.fed.us or via fax to 970-295-6635. This solicitation will be available for downloading at no cost on or about June 18, 2010 on http://www.fbo.gov. Responses from Offerors will be due on or around July 19, 2010. This date will be confirmed on the solicitation package. The date on the solicitation package over rules any date included in this notice. All vendors are required to be registered in the Central Contractor Registration database (CCR) prior to award of a Federal contract. Registration may be completed on the internet at http://www.ccr.gov. A handbook and other information are available at the site, including information on how to obtain a DUNS number, which is required to begin the registration process. Vendors are required to register at the Online Representations and Certifications website (ORCA. This registration may be completed on the internet at http://www.orca.bpn.gov. AMENDMENT ONE to this presolicitation notice changes teh Point of Contact for this solicitation to Steve Russell. Mr. Russell may be reached at 970-295-6691 or via email at snrussell@fs.fed.us. AMENDMENT TWO to this presolicitation notice is to change the estimated issuance date for the soilcitation package from July 07, 2010 to July 20, 2010. AMENDMENT THREE (3) This amendment is issued to post from documents from the Pre-Proposal Conference held on August 10, 2010. The list of attendees and the sign in sheet are hereby added to this solicitation package. All other terms and conditions of the solicitation package remain unchanged. AMENDMENT FOUR (4) This amendment is issued to extend the proposal submission date to August 30, 2010. All proposals must be received by 2:30 PM at 2150 Centre Ave, Bldg E, FT Collins, CO 80526. All other terms and conditions remain unchanged.
