Description
The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to provide Subject Matter Expertise (SME) and technical assistance to Marine Air Ground Task Force (MAGTF) Training Simulations Division (MTSD). The Regional Contracting Office - National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is 541611. The requirements effort is to provide administrative, programmatic and technical Modeling and Simulations support for the Training and Education Command (TECOM), MAGTF Training Simulations Division, MTSD to include: Capabilities Based Assessment (CBA), Functional Area Analysis (FAA), Functional Needs Analysis (FNA), and Functional Solutions Analysis (FSA), Initial Capabilities Document (ICD), Capability Development Document, Capability Production Document (CPD), and Operational & Organizational Documents (O&O). The Marine Air Ground Task Force (MAGTF) Training Simulations Division (MTSD) requirement will require contractor support with the 1) Capability to provide Technical Training services in the areas of Requirements including Subject Matter Experts in the areas of Logistics, Aviation Staff Planning (Marine Corps Planning Process), Infantry, and Command Control Communication Computers & Intelligence (C4I). SME ™s will be required to provide analytical and support services to MTSD Integrated Training requirements. Tasks will include assessments of technologies to fulfill identified/unidentified Gaps and USMC Science and Technology Objectives (STO); input to written assessment of Analysis of Alternatives (AoA)including the ability of those alternatives to fully meet the capability gaps; Participate in AoA ™s, draft reports with Trade Space Analysis, and assist in publishing the final report of the results; 2) Capability in Modeling and Simulations Administration Support to include proficiency in DoD Acquisition Planning, Programming, Budgeting and Execution as well as the Defense Travel System (DTS); 3) Capability to provide Information & Technology Engineering support services to include development and maintenance of the Web-based MTSD internal SharePoint site; maintaining all documentation; site user accounts; MTSD public website used for communicating MTSD's information to the public; to include but not limited to initiating, tracking and processing all Move, Add, Change (MAC)Requests in the Navy/Marine Corps Intranet (NMCI) Enterprise tool; Develop and advise on future integration/federation requirements; Coordinate inspections and concept development and technical documentation preparation for Information Assurance Accreditation; 4) Capability to provide Technical Support to include analytical support with SITE analyses and formal documentation (Functional Needs Analysis (FNA) and Capabilities Based Assessment (CBA)in preparation of the Initial Capabilities Documents (ICD), Capability Development Documents and Capability Production Documents (CPD); Participation in FNA/FSA planning groups providing analyst support with expertise in JCIDS and associated processes; other augmentation or support to help expedite the pre-Analysis of Alternatives (AOA) processes and provide quality analytical inputs to the associated documentation; Capable of executing short term six (6) to (12) month taskers assigned to MAGTF Training Simulations Division (MTSD) that will address expanded capabilities requiring studies and analysis deliverables prior to the development of an AOA; 5) Capability to provide expertise and advice on developing science and technology (S&T) that may provide significant improvements to potential Immersive Training Environment solution approaches. This support supplements the analytical support by providing insight into ongoing S&T that may be incorporated into solutions, addressing both the technology and its state of development, in order to provide insights into potential S&T solutions and their feasibility for incorporation into Immersive Training Environment from both capability [what does the technology bring to the table] and timing [what is the likelihood it will be ready during the anticipated development timeline] perspectives; 6) Capability to provide expertise in Marine Corps training and training management, and with a broad view of developing solutions, to support development of Immersive Training Environment and related training system objectives. Provide advice on identifying performance metrics to assess system capabilities; 7) Capability to provide support in the development of the training simulation strategic vision and campaign plans (i.e. Ground simulation way ahead, LVC-TE) to include development and associated 'vision' related support to include analytical support to assist in structuring the TECOM MAGTF Training Simulations Division's strategic vision and future system capabilities campaign plan, plus periodic assembly of personnel to provide advice and expertise in the development of training goals, objectives, and campaign plans for future ground simulation systems; and 8) Capability to leverage and access a variety of outside sources such as academia, not for profit think tanks, industry, other governmental and non-governmental organizations, to acquire necessary subject matter training expertise in areas of modeling and simulation, concept development, program design, and assessments. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance directly related to the stated objectives, (2) Link to the respondent ™s GSA Schedule, if applicable, to include GSA Contract Number, or attached file of same; (3) Link to the respondent ™s SEAPORTe IDIQ Contract, if applicable, or attached file of same; and (4) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address.
