Description
Paper Folding System Equipment The U. S. Census Bureau, National Processing Center (NPC), Jeffersonville, Indiana is issuing this notice as a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 51-SO-BC-10-00108 is issued as a Request For Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through FAC 2005-43 dated 2-August-2010. DESCRIPTION: CLIN0001: One (1) Mathias Bauerle Multi Master CAS 52-B/4-40 floor mounted paper folding system or equivalent (see FAR 11.104). System must satisfy the following requirements and capabilities: a. Equipment shall be new and unused except for testing in the manufacturer's facility. b. Equipment must be plug for plug compatible with existing Mathias Bauerle right angle folders model # 2.fw CAS 52-B serial numbers 020858114 and 01958183. c. Equipment must provide computer control to automatically position the fold plate stops, set fold roller gaps, alignment rails, and delivery rollers. Computer must have a memory able to store up to 60 custom jobs including the following settings; fold plates, fold size, speed, sheet gap, shingling of sheets, section length, counting functions, double sheet, paper travel control and position of alignment rails. d. Equipment must be able to fold a 8.5 x 14 inch sheet into an 8.5 x 5.6 inch sheet, "C" fold. e. Equipment must be able to fold an 11 x 17 inch sheet into an 11 x 8.5 inch sheet, half fold. f. Equipment must be able to fold paper from a minimum weight of 20 pounds offset to a maximum weight of 90 pound cover. g. Equipment must have polyurethane/steel combination rollers. h. Equipment must be able to achieve a maximum speed of 600 feet per minute. i. Equipment must be capable of sustained, constant use: operating twenty - four hours per day, seven days a week, for several consecutive months with no more than 10% downtime for preventative maintenance. Production hours must be at least 75% of total machine hours. j. Materials used in construction of equipment must meet EPA regulations for non-toxicity. k. Equipment must meet OSHA safety standards. l. Vendor will provide a 12 month warranty against defects on the entire system that includes all costs parts, labor, and any vendor related expenses. m. Vendor shall provide operator, service, and technical manuals for all systems together with any schematics or logic diagrams required for in house maintenance and a list of the recommended on-site spare parts. CLIN0002: Delivery - Deliver, install and otherwise make ready for operation in all respects the equipment described as CLIN0001 at the Census NPC facility in Jeffersonville, Indiana. CLIN0003: Training - On-site operator training for the system described in CLIN0001 for up to 30 Census operators and limited on-site technical training for up to 8 census technicians. CLIN0004: Option - Full service maintenance agreement for the system described in CLIN0001 for three successive one year terms beginning at the expiration of the warranty period. The agreement shall cover all parts, software upgrades, labor, and any vendor related expenses. The coverage shall be from 7:00 am to 4:00 pm Monday through Friday (5 x 8 coverage) with four hour response time. CLIN0005: Option - Full service maintenance agreement for the system described in CLIN0001 for three successive one year terms beginning at the expiration of the warranty period. The agreement shall cover all parts, software upgrades, labor, and any vendor related expenses. The coverage shall be from 7:00 am to 11:00 pm Monday through Friday (5 x 16 coverage) with four hour response time. CLIN0006: Option - Full service maintenance agreement for the system described in CLIN0001 for three successive one year terms beginning at the expiration of the warranty period. The agreement shall cover all parts, software upgrades, labor, and any vendor related expenses. The coverage shall be continuous (24x7x365) with four hour response time. The U. S. Census Bureau anticipates one award resulting from this notice. Delivery is FOB destination to: U. S. Census Bureau, Building 60F, 1621 Dutch Lane, Jeffersonville, IN 47132. Delivery not later than: 30-SEP-2010. Quotes are due by 2:00PM Eastern on Thursday, 02 September 2010.
