Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG),Occupational & Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis the services of Chonnam National University Hwasun Hospital, 160 Ilsim-Ri, Hwasun-EUP, Chonnam Korea 519809 for DNA sample & phenotype data preparation & shipment from the southern region of South Korea for a GWAS of lung cancer among Asian females. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for two months from date of award. Recent findings from lung cancer genome-wide association studies (GWAS), which have been performed primarily among smoking Caucasian males, found variants in loci 15q25, 5p15, and 6p21 to be associated with lung cancer susceptibility. A GWAS of lung cancer among never smoking females in Asia strongly complements these previous and ongoing efforts. To this end, a GWAS of lung cancer among never smoking female cases and controls from at least 15 studies in Mainland China, Taiwan, Korea, Singapore, and Japan will be conducted. Data will be obtained on at least 6,000 cases and 8,000 or more controls, which will be the largest GWAS of lung cancer ever carried out among never smokers in any population to date. Further, the top findings will be replicated in ever smoking females from Asia. The contractor shall prepare and ship DNA samples, as well as phenotypic and covariate data to the NCI for the cases and controls that were enrolled in the contractor's epidemiological study of lung cancer in a rural region of South Korea. Subjects for this GWAS of lung cancer among never smoking female must include key geographic regions in Mainland China, Taiwan, Korea, Singapore, and Japan. Included in NCI's GWAS are subjects from Seoul National University in South Korea. Seoul is an urban area and as such, individuals may be different environmental and occupational exposures than subjects in rural areas of South Korea. This is particularly important when evaluating lung cancer in Asia, as subjects in rural areas tend to have high levels of known or suspected lung carcinogens, such as exposures attributed to in-home coal and biomass burning and cooking oils fumes. The Genome Research Center for Hematopoietic Diseases at the Chonnam National University Hwasun Hospital in the southern region of South Korea is the only known institute that has published findings on cancer cases and controls in the rural areas of South Korea. Therefore, subjects from this center will allow for the comparison with the urban subjects from Seoul. The pooling of these findings with findings from other study centers in this GWAS effort will help elucidate lung cancer susceptibility attributed to genetic variation and environmental risk factors. The GWAS of nonsmoking women in Asia needs cases and controls from a rural region in South Korea for the effort to be representative of Asia, and the Chonnam National University is the only known source that has conducted a study of lung cancer among nonsmoking women in a rural region of South Korea. Therefore, Chonnam National University is uniquely qualified to provide the services needed in this requirement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 3, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
