Description
This pre-solicitation synopsis is not a request for competitive proposals. The Center for Health Care Contracting (CHCC) intends to procure the necessary Healthcare Environmental Services in support of multiple military treatment facilities (MTFs) located on Fort Sam Houston, Camp Bullis, and local communities in, and surrounding, San Antonio, TX. MTFs are healthcare and healthcare-related facilities operated by the military and vary in capabilities in partnership with healthcare providers, medical educators, and medical researchers. For this effort, MTFs is a collective term of integrated medical, dental, veterinary, and other medical department healthcare and healthcare-related facilities and buildings. The collective MTFs require healthcare environmental services in all direct- and non-direct patient care and healthcare-related settings. The direct-patient care settings, such as surgical/operative (operating rooms), emergency rooms, critical and non-critical care units, and burn care units, require healthcare environmental services 24-hours a day, seven (7) day a week. The other direct- and non-direct patient care areas, such as clinics, laboratories, common areas, and administrative areas, require healthcare environmental services on a MTF area/room-specific scheduled basis. The Contractor shall provide high-performance, environmentally-friendly green healthcare environmental services that prioritize infection control while optimizing sustainable green clean practices in support of the MEDCOM mission of providing quality healthcare in safe, hygienic, and aesthetically-pleasing MTFs. The Contractor shall perform non-personal, green healthcare environmental services to multiple MTFs located on Fort Sam Houston, Camp Bullis, and in local communities in, and surrounding, San Antonio, TX. Individual task orders shall clearly describe MTF-specific healthcare environmental requirements and services to be performed. Services include hospital (aseptic and non-aseptic) housekeeping services; control and exchange of linen; regulated medical waste (RMW) collection and removal; general waste (trash) collection and removal; recycle collection and removal, document shredding, and exterior building services (e.g., windows, doors, walkways, parking lots) such as window cleaning, outdoor policing, and snow removal. Aseptic housekeeping is distinguished from non-aseptic housekeeping in that the primary work of the former is to maintain total disinfection conditions in designated areas of MTFs. Services are inclusive of green cleaning practices as described in the Green Guide for Health Care, a project of the non-profit organizations Health Care Without Harm (HCWH) and Center for Maximum Potential Building Systems (CMPBS). The Green Guide for Health Care organizational structure is borrowed by agreement from the U.S. Green Building Council (USGBC) LEED Green Building Rating System. The Contractor shall perform requirements consistent with the most modern and scientific methods of green cleaning environmental service practices and techniques to include the highest level of sanitary procedures. The market research results support a full and open, unrestricted solicitation with small business and AbilityOne subcontracting goals (as applicable). An indefinite delivery/indefinite quantity (IDIQ) commercial contract is contemplated for the issuance of task orders using Firm Fixed Price (FFP) contract line items (CLINs). The basic contract will include CLINs with step-ladder, firm-fixed unit prices based on raw square feet. This approach will lessen cost risk and contract administration burden due to multiple modifications of the contract related to increases or decreases of raw square feet. The firm-fixed unit prices will be inclusive of all healthcare environmental services applicable to each Type of Service (e.g., housekeeping, regulated medical waste collection/removal, general waste collection/removal, consumed products/supplies, etc.) with the exception of control and exchange of linen which is a separate CLIN. The minimum and maximum raw square feet will be established in each applicable CLIN for step-ladder pricing. The Contractor will establish the price break points based on the economies of quantity (raw square feet). The IDIQ basic contract period of performance is anticipated as five (5) years with a projected transition start date of 1 February 2011, and performance start date of 1 May 2011. The IDIQ basic contract's period of performance for placing orders will be separate and distinct from each task order's period of performance. The CHCC anticipates the solicitation/request for proposal (RFP) will be available approximately 30 days from the date of this notice and the closing date is anticipated as 30 days from the release of the solicitation. A pre-proposal/industry day and site visit is anticipated for 21 23 September 2011. The draft Performance Work Statement is included in this presolicitation notice for industry comment and feedback. This requirement will be awarded using the procedures set forth under FAR Part 15, Contracting by Negotiation.
