- The Nuclear Regulatory Commission, proposes to award a sole source purchase order to the Partnership for Public Service under the authority of FAR 13.106-1(b)(1), for the purchase of an organizational membership in the Federal Human Capital Collaborative (FHCC). The FHCC is an initiative funded by other federal agencies to provide access to the Partnership for Public Service's research products; collaboration with the Partnership for Public Service and other member agencies to influence the agenda for regulatory and legislative reforms; access to the Partnership Connect Collaborative Network - a repository of tool, strategies, best practices and methodologies for human capital practitioners; ability to receive priority access to the Partnership for Public Service's Call to Serve Network of more than 700 colleges and universities and access to Partnership for Public Service's Annual Career Fair. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, all responsible sources may submit a capability statement, proposal, or quotation, within 15 days after publication of this synopsis by emailing their capability statement to Sheila.Bumpass@NRC.gov. All written responses will be considered by the NRC. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
