Description
The U.S. Geological Survey (USGS), GD / WR / ESC, has a requirement for services, non-personal, associated with the maintenance and operation of the Pacific Northwest Seismic Network (PNSN), a joint endeavor with the University of Washington, in Seattle, Washington. The Contractor will monitor and maintain certain parts of the new Advanced National Seismic System, Quake Monitoring System (AQMS), (formally known as Cheetah), and compare various outputs from that system with the older Earthworm system. The contractor will install digital seismic data recorders in the field as well. The contractor must demonstrate a detailed knowledge and experience of real-time seismic acquisition systems, the operation of AQMS, and have the ability to detect, verify, locate and report real-time various earthquake parameters to the federal, state and local emergency managers, the Alaska Tsunami Warning Center, the Cascade Volcano Observatory, and other facilities. Must be able to identify failures in the system for critical public safety and address them immediately. The contractor must have the ability to troubleshoot the failure of AQMS software modules and restore them to operation; familiarity with similar functions of the older Earthworm system is required as long as the systems are parallel. The contractor must be able to provide continuity in the operation of AQMS in 2011 after the Earthworm system is completely turned off. The contractor must be knowledgeable of the field installations that are extremely specialized in terms of siting requirements dictated by sophistication of the instruments; must be able to test and configure lab instruments before deployment in the field while troubleshooting malfunctioning recorders as required. The contractor must have completed three Netops training courses given by the Advanced National Seismic System (ANSS) that included detailed training in ANSS instrumentation, data processing and data analysis as well as training on specifics of seismic vault design, power management systems, and telemetry requirements. The Contractor must also have the combination of experience with the configuration of the real-time system at the University of Washington, and detailed knowledge of seismic field systems. Finally, the contractor is required to have experience with the USGS AQMS, including an understanding of the state of health of the information returned to the lab on a daily basis, and is required to have an understanding of most common internet connection configurations and ways to troubleshoot these connections in the field. The Government intends to award this requirement noncompetitively IAW FAR 12 and 13.501(a) to Lynn Simmons, for 1 Base Period of 8 Months, and 1 Option Year. The proposed contractor has over 5 years experience in working within the system and has detailed knowledge and experience with the above mentioned systems. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
