- RFQ Amended. See page 8 for the response time. This modification is issued to correct language on page 9, section 8. NUMBER OF COPIES OF QUOTATION. The section should read: Your quotation shall be organized as specified in Section B., GENERAL INSTRUCTIONS TO OFFERORS; Section C., INSTRUCTIONS FOR PREPARING THE TECHNICAL PORTION OF THE QUOTATION; and Section D., INSTRUCTIONS FOR PREPARING THE BUSINESS PORTION OF THE QUOTATION; and submitted by Tuesday, August 31, 2010 at 5:00 p.m. Eastern Standard Time, in paper format to the addresses below. Your organization must submit 1 original and 4 hard copies of your proposal. These copies must be received at the address listed below: Ryan Singletary Contract Specialist National Library of Medicine 6707 Democracy Blvd., Ste. 105 MSC 5488 Bethesda, Maryland 20892-5488 301-435-4391 Fax: 301-402-0642 Ryan.singletary@nih.gov In addition to hard-copies, the vendor shall provide a copy by electronic mail (e-mail) to the above contracting office at ryan.singletary@nih.gov by the due date and time stated above. Below are questions asked and the answers: 1.The turn-around time between the date for which questions will no longer be accepted to the actual due date of responses is condensed to just three days. Would you anticipate any changes to the proposal due date going forward? We will answer questions as soon as possible as they are received. At this point we continue to move forward with the schedule that has been published. 2.Is there a current incumbent performing the work? The previous order for this work is HHSN276200800633U, Software Consultants, Inc. The last order was an 8(a) STARS award. This solicitation is for an 8(a) competition. 3.This is a competitive 8(a) procurement. Are any specific vehicles being used for this acquisition that I did not notice in the public FedBizOpps announcement? We anticipate awarding an indefinite delivery/ indefinite quantity (IDIQ) contract. See page 10 of the RFQ. 4.Is there an incumbent(s) for this work? If so, are they an 8(a) certified company? We cannot officially verify whether a company is 8(a) certified. Please contact the Small Business Administration for that certification. 5.Will the incumbent be able to bid on this project? There is no one precluded from responding to this solicitation at this point. 6.Are there any Key Personnel recommended by the government and would there be recommendations for characteristics of those key personnel? The government is asking vendors to propose this information. 7.There is no proposed Level of Effort (LOE) in the RFQ or SOW. Will the government disclose additional information in regards to LOE? The government estimates that 37,440 hours are needed from the Contractor per year to perform the required services. 8.What are the labor categories on the incumbent's contract? We are asking you to propose the labor categories necessary with your response. We have provide the estimated level of effort for this award.
