Description

Independence National Historical Park (INDE) in Philadelphia intends to enter into negotiations with Hirschl and Adler Gallery of New York, NY, on a sole source basis, to procure a portrait of John Jay by Charles Wilson Peale, circa 1784. This portrait of John Jay, the first Chief Justice of the US Supreme Court, supports INDE's mission to interpret the history of the founding of the United States, including the American Revolution, the US Constitution, and Philadelphia as the capital of the new nation. INDE already owns and displays to the public, (in its permanent museum collection), 94 other portraits of significant American historical figures from Peale's Philadelphia Museum. It is the purpose of this action to add this portrait of John Jay to the INDE collection and enhance INDE's ability to teach its visitors about early American history, specifically through aspects of John Jay's life. The Government intends to solicit and negotiate this requirement on a sole source basis under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government. NAICS Code: 453920
