CEBR Road Base GravelNational Park ServiceLakewood Major Acquisitions Buying Office (MABO)Lakewood, Colorado 8022808/23/2010 Q1360100364 (1) GENERAL INFORMATIONThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. **** This announcement constitutes the only solicitation; quotations are hereby being requested and a separate written solicitation will not be issued. **** (2) AWARD INFORMATIONThe National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the responsible offeror whose quotation conforms to the solicitation, is fair and reasonably priced, and provides the overall lowest total price for the requested items. This request is for the awarded offeror to provide 600 tons of road base gravel and 200 tons of washed concrete rock to be delivered in increments of 20 ton loads, upon demand, between September 1, 2010 and October 30, 2010. The delivery location is Cedar Breaks National Monument, approximately 20 miles E of Cedar City, UT, on Hwy 143. ********This solicitation and subsequent award is a Total Set-Aside for Small Businesses. ******** (3) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. (4) Solicitation #: Q1360100364. This solicitation is issued as a Request for Quote. (5) NAICS code: 212321; Small business size standard: 500 employees. (6) CONTRACT LINE ITEMS Contract Line Item No. 1 - 600 tons " Type 11 Road Base Gravel. An acceptable alternative would be 1" Road Base Gravel Contract Line Item No. 2 - 200 tons inch washed concrete rock. Contract Line Item No. 3 - Delivery in 20 ton loads. The Park cannot accept all loads at one time as they do not have adequate room for stockpiling. The park will call the awarded vendor to arrange loads as needed. It is expected that all loads will be required between the time of expected award (September 1, 2010) and the end of October, if not sooner. Note: tight spaces for delivery will not be appropriate for delivery via pups. (7) Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. As stated in this provision, the Government will award a contract resulting from this solicitation to the responsible offeror conforming to the solicitation and determined as the lowest priced offer. (8) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.219-6, 52.222-3, 52.222-5, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-13, 52.232-33, 52.233-3, and 52.233-4. Other applicable clauses: including clauses incorporated by reference: 52.212-04, DIAPR 2010, Executive Order on Prohibition on Test messaging and Using electronic equipment supplied by the government while driving, 52.243-01, 52.249-2, and 52.249-8. (9) ORCA REGISTRATIONOfferors shall be registered via "ORCA" at https://orca.bpn.gov/login.aspx or complete and return with their quotation a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. If registered in ORCA, the offeror must provide their DUNS number in their quotation offering, in lieu of a hard copy of the Reps and Certs. (10) CCR REGISTRATIONAll offerors wishing to be considered for this solicitation must be registered in the Central Contractor Registration (CCR) database prior to the approximate date of award (09/01/2010). Registration in the CCR database may be completed via www.ccr.gov, and takes approximately four (4) days for completion. (11) CONTRACT DESCRIPTIONThe work consists of the delivery of 600 tons of " road base gravel and 200 tons of " washed concrete rock, to the Cedar Breaks National Monument, approximately 20 miles East of Cedar City, Utah, on highway 148. (12) DELIVERY SCHEDULE and CONTRACT PERIODThe Cedar Breaks National Monument does not have adequate room to stockpile all the required gravel and rock. Thus the park will call for necessary loads as needed, between September 1 and October 30 to arrange for deliveries via 20 ton loads. (13) LOCATION This project is located at the Cedar Breaks National Monument. The park location is approximately 20 miles East of Cedar City, Utah. Directions to the park are from Cedar City, Utah, traveling South East on hwy 14 to North on highway 148, towards the town of Brian Head, Utah. The park is approximately 20 miles from Cedar City, Utah. Adequate two lane blacktop roads provide access to the park. (14) PARK REQUIREMENTSThe contractor shall determine and adhere to road way use regulations for all roads between the point of origin and the delivery site, and responsible for any applicable permits.The contractor shall adhere to all park requirements, rules, regulations, and posted speed limits within all park boundaries. (15) MEASUREMENT AND PAYMENTThe measurement for payment shall be for each completed line item as awarded. Arrangements will be offered at the time of the award, for payment to be made via Government charge card. As deliveries will likely be spaced out over a two month period, payments will be made for deliveries as they occur. (16) QUOTE SUBMISSION and DUE DATEOfferors can submit their quotations to Joseph Gatlin, National Park Service, 12795 W. Alameda Parkway, Lakewood Colorado, 80228 or via email to joseph_gatlin@nps.gov. Fax quotations will not be accepted. All quotations shall be marked as "CEBR Road Base." All quotations shall be submitted to insure receipt by 4:00 pm local time, Lakewood, Colorado, Thursday, August 26, 2010 The anticipated award date is on or about Wednesday, September 1, 2010. (17) EVALUATION FACTORS FOR AWARD DECISIONAward will be made to the offeror that provides the lowest priced quotation for the entire requirement. Separate orders are not anticipated.
