- NOTICE TEXT: Defense Logistics Agency DLA Aviation- Defense Supply Center Richmond - BSM This synopsis is for NSN: 6150-00-238-6910, Power Cable Assembly in accordance with part numbers 10-352500-1 and 1128SCAV736-1. End item application : {45N} for the Prowler EA-6B Aircraft. No commercial item determination is needed as this item is not commercial per SAP on 23 August 2010. Solicitation will be issued as an Indefinite Quantity Contract, Firm Fixed Price with one base year plus four - one year term option years. Unrestricted procedures are utilized under the guidelines of Other than Full and Open Competition in accordance with 10 U.S.C. 2304 (c) (1) and FAR 6.302-1. Surge & Sustainment requirements do not apply for this requirement per IBMS Website inquiry on 23 August 2010. Cost and pricing data is required. Progress payments will not be included per IBMS Website inquiry on 23 August 2010. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. For 6150-00-238-6910, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 24 EA for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 6 EA. The Maximum Annual Contract Quantity is 48 EA for the base and each option year. The Minimum/Maximum per order for the base and option years is 6/24 EA. This is a not Critical Application Item (CAI). This is not a Critical Safety Item (CSI) per SAP interrogation 23 August 2010. See PID Data for tech data package (TDP) availability information. EEO Clearance is not required as the dollar has not been met. A small business subcontracting plan is required. This is being solicited with FOB at Destination. The Inspection and Acceptance is at Origin. ABVS applies. Quantity Variance is plus or minus 0%. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Government First Article Testing is requires for 1TE=3 samples. The required delivery is 354 days ARO. The solicitation issue date is 15 September 2010. The closing date is 15 October 2010. A copy of the solicitation will be available via the DLA-BSM Internet Bid Board System (DIBBS) at: https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP.
