- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 10-Q-LDQ003371. The resultant contract will be a firm-fixed price contract. ********Only Brand name items will be accepted 1. Three Diver XLDS System for use with Kirby Morgan Helmets and Band Masks (PN: XLDS RDC-3) with 2-day configuration and maintenance training at vendor's site (Qty: 6) 2. Dive Lab Surface Supply Oxygen Control System (Qty: 2) Minimum Technical Requirements : The following minimum salient specifications shall be met for all proposed products. 1. Number Diver Circuits 3, Red, Green, White 2. Max Depth: Using 1/4 I.D. Umbilical one 3. Continuous length up to 330 long, 165 fsw 4. Maximum High Pressure Supply 3000-5000 PSIG 5. Minimum Console Supply Pressure 375 PSIG 6. Maximum Low Pressure Outlet Pressure: 375- 400 PSIG 7. Low Pressure Relief Setting: 400-420 PSIG 8. High Pressure Gauges: 3, 0-5000 PSIG 9. Low pressure Gauges: 3, 0-600 PSIG 10. Pneumofathometer Gauges: 3, 0-250 FSW 11. Surface Supply Console Flow Capability 12. Maximum Flow: with 400 PSIG HP supply and 13. Reducer set static to 350 PSIG, 800 slpm (28 scfm) 14. Maximum Flow: with 700 PSIG HP supply, reducer 15. Set static to 350 psig, 1475 slpm (52 scfm) 16. Maximum Flow: with 700 psig HP supply, reducer 17. Set static to 225 psig, 1190 slpm (42 scfm) 18. Maximum Flow: with 400 PSIG HP supply, reducer 19. Set to 225 psig, 790 slpm (27.9 scfm) Shipping Instructions : Shipping under this requirement shall be FOB Destination. Items shall be delivered to Fredericksburg, VA. Submission Instructions : Responses shall be submitted via electronic submission to Christina Sims at Christina.Sims@IC.FBI.GOV. The due date for responses to this RFQ is on or before August 27, 2010 at 11:00 AM Eastern Standard Time (EST). Responses must be marked as follows: "RFQ LDQ003386." All questions regarding this requirement must be submitted to Christina Sims via email. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 60 DAYS. The Contract Officer for this solicitation is Lynda M. Theisen, Lynda.Theisen@ic.fbi.gov. Terms and Conditions : This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-43. The provision at FAR Clause 52.212-1, Instructions to Offerors (June 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to christina.sims@ic.fbi.gov. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Aug 2009) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov.
