- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This acquisition will utilize simplified procedures in accordance with Subpart 13.5 ~ Test Program for Certain Commercial Items. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase EM-100 radios and associated equipment. The equipment will be procured on a sole source basis from Rohde & Schwarz Federal Systems, 302 Sentinel Drive, Suite 105, Annapolis Junction, MD 20701, in accordance with the Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The resultant contract will be on a firm-fixed-price basis. The applicable North American Industry Classification System Code (NAICS) is 334220. The estimated required delivery date is four weeks ARO. The Naval Surface Warfare Center, Dahlgren Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and the resulting solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure that they have downloaded any and all amendments. Interested parties other than Rohde & Schwarz must demonstrate, in writing, their capability to meet the purchase specifications and required delivery schedule. The anticipated date the solicitation will be available to download is on or before 2 September 2010. The closing date will be 14 days after issuance. Anticipated award date is on or before 30 September 2010. In order to be eligible for award, firms must be registered in the Central Contractor Registration (CCR) database. Instructions for registration may be found at: http://www.bpn.gov/ccr/, and the number for the CCR Helpdesk is 1-888-227-2423.
