- The Department of State (DoS), Office of Acquisitions, P.O. Box 9115 Rosslyn Station Arlington VA 22219 will negotiate and award a sole source contract with Environmental Systems Research Institute (ESRI) under authority FAR 6.302-1. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This contract will be for ArcGIS Situational Awareness (ASA) software solution that is proprietary to ESRI. This statement is to inform all parties that ESRI is the only provider of the ESRI ArcGIS Situational Awareness solution (ASA). IceWEB Corporation specifically builds this solution for ESRI and adds the service of pre-installing the data content as developed by ESRI onto the delivered network storage device. INLINE does not resell this solution direct or through any other entity because IceWEB, nor any other entity other than ESRI, own the rights to resell or distribute the data developed for this solution. ESRI only sells this solution on the hardware as proposed. Purchase of this product will allow the DoS bureau of Administration to create a single 'Common Operating Picture' for the Department of State's Incident Management Team when activated or preparing for a domestic emergency or significant event. The ASA bundle comes with world imagery, USA prime imagery, USA Street map collection, a Common Operational Picture Viewer, 3-D desktop client, training package for 21 days of user instruction, and renewal and support services. The FEMA HAZUS-MH (FEMA's software program for estimating potential losses from disasters) and NGA HSIP Gold (Homeland Security Infrastructure Protection datasets) would seamlessly integrate and complement the ESRI ASA package and give A/OEM (Office of Emergency Management) a very robust GIS enterprise solution. The Passive Failover would give the Department added security of having duplicate hardware, software and data system of the initial installation of the ASA should the main ASA fail. This is not a request for proposals.
