Notice of Intent Sandhill Manometry Solicitation Number: VA-260-10-RQ-1206 Agency: Department of Veterans Affairs VA NW Health Network VISN 20 5115 NE 82nd Avenue Vancouver, WA 98662 Notice Type: Posted Date: Special Notice August 25, 2010 Response Date: Archiving Policy: August 28, 2010 @ 8:00am PDT Automatic, 15 days after response date Archive Date: - Original Set Aside: N/A Set Aside: N/A Classification Code: 65 -- Medical, dental & veterinary equipment & supplies NAICS Code: 339 -- Miscellaneous Manufacturing / 339112 -- Surgical and Medical Instrument Manufacturing Synopsis: The Portland VA Medical Center (PVAMC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Sandhill Scientific, Inc., 9150 Commerce Center Circle Suite 500, Highlands Ranch, CO 80129-1561 as the only responsible source that can provide the High Resolution Impedance Manometry (HRIM) InSIGHT G3 upgrade package to the existing Sandhill Manometry System as required by Portland VA Medical Center. The existing Sandhill Esophageal Manometry System is old and frequently fails which leads to many cancelations or rescheduling of patients that require the tests before surgery. NAICS 339112, with a Size Standard of 500 employees for reporting actions purposes. There are no set-aside restrictions for this requirement. LINE ITEM 0001: 1 each, H06-2000G-S05, InSIGHT G3 SYSTEM - Motility testing system. Includes Base Unit, Sensor Pac-HR, Computer, 19" Touch-screen monitor with arm, motility cart, printer and manuals. LINE ITEM 0002: 1 each, S98-1100-C11, HRIM ESOPHAGEAL MODULE - 36 Cahnnel high resolution impedance manometry with 32 pressure channels and 4 impedance channels. Module includes solid state HRIM catheter, cable, software and accessories for InSIGHT G3. LINE ITEM 0003: 1 each, UNI-ESO-W5025PO, HRIM Catheter- 36 Channel High Resolution Impedance Manometry Catheter with 32 pressure channels and 4 Impedace channels. LINE ITEM 0004: 1 each, GIM-6000E-K02, CIESO START-UP KIT- for InSIGHT G3, includes 5 CI esophageal catheters (6000E), calibration kit, and one esophageal stylet for esophageal manometry studies only. LINE ITEM 0005: 1 each, Z07-2000-SA, ZepHR pH reflux monitoring kit, Includes 1 ZepHr pH recorder, software, calibration kit and accessories. ZepHr has a two year warranty. LINE ITEM 0006: 1 each, MOT-DELUXE, Deluxe training package, includes tuition for up the 4 attendees to the Denver Basic Esophageal / pH Training course. Discount of any Sandhill software modules previously purchased Trade-in of existing ZepHr Ph Recorder Center of Excellence Credit Regulatory Requirements: All of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
