- JOFOC AMENDMENT #1: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY - SEE ATTACHED JOFOC. It is the intent of the National Institutes of Health (NIH) to modify HHSN276201000504P on a sole source basis. The additional work is within scope of the original contract. The Contractor, New England Research Institute (NERI), shall expand the eSource (http://www.eSourceresearch.org) course content implemented under the unsolicited proposal by reorganizing the current digital resources and commissioning and publishing additional chapters. Unlike the unchangeable conventional hard textbook, the digital anthology format NERI has developed permits timely updating as new issues arise. In addition, NERI will reorganize the overall anthology into two main sections as follow: Section 1 will be devoted to the reorganization of basic methods (surveying, interviewing, social experiments, qualitative techniques, ethics, analysis, etc.) of the original digital anthology format. With the exception of a chapter on ethics, all original chapters that have been implemented in the previous contract will remain unchanged. NERI will reorganize these current chapters to enable the behavioral and social science community easier access to various topics or subtopics within the digital resources. Section 2 will comprise applications, with fresh new chapters covering emerging topics such as a) new geocoding techniques and measuring neighborhood effects, b) the analysis of social networks/support systems, c) use of theory for interventions, d) how to change behavior, e) studying risky behaviors (like substance abuse) and special populations (homeless, undocumented workers, vulnerable elders), f) how to measure stigma, and g) reliable measurement of the quality of care. Selection of chapter topics and authors will be made in consultation with OBSSR and after modification approval. This is not a Request for Proposal (RFP) nor is a RFP available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to this notice must be able to provide the aforementioned modification. Responses must be in writing and must be received electronically at the Government infrastructure by 4:00 PM EST on Monday, August 23, 2010. Proposals must include pricing information and should reference Synopsis No. NLM-10-130/SRE and should be submitted to sheila.edmonds@nih.gov. Inquiries regarding this procurement shall be submitted electronically to sheila.edmonds@nih.gov and shall be received by 12:00 PM EST on Thursday, August 19, 2010.
