Description
Department of Veterans Affairs, Denver Acquisition and Logistics Center Sources Sought - Teleaudiology Carts This is not a request for proposals, quotations, or bids or offers of any kind. This is a request for information regarding the application of telemedicine technology to audiology services. At this time, the VA is seeking technical information and identification of potential sources for an integrated suite of products and services in support of a pilot program. The Department of Veterans Affairs, Denver Acquisition and Logistics Center is seeking potential sources for audiology-specific telemedicine equipment carts to permit delivery of audiology services via the VA wide area network and intranet. The carts will include diagnostic, video teleconferencing, and computer equipment and related software integrated such that an audiologist can remotely control the equipment on the cart to examine, diagnose and treat patients. Background: The VA is embarking on a teleaudiology pilot program to assess the feasibility of providing audiology services, including the programming of hearing aids, over the VA intranet. In this program, 10 small community based outpatient clinics (COBC) will be equipped with mobile carts of video teleconferencing equipment, computer equipment, computer-based diagnostic equipment, and related software. Although communications and remote connectivity infrastructure are not included in the pilot program, the carts will allow for interactive audio/video communications with an audiologist at a host VA Medical Center while the Audiologist remotely controls the computer and software on the cart. The contractor will also provide the desktop video teleconferencing workstation needed by the audiologist. The audiologist will control the equipment on the cart to conduct the patient examination provide consultation and, where necessary, reprogram/refit the patient's hearing aids. There will be some variations of the specific equipment suite between carts based on compatibility with the individual Veterans Integrated Support Network's (VISN) existing teleconferencing equipment. Contractor Responsibilities: The contractor will be responsible for providing the cart, all equipment and software, delivery and installation, integration services, on-site training, maintenance, and warranty service for the community based outpatient clinics and for the equipment and software at the VA Medical Center. The cart and equipment suite will be either of the following two configurations: Configuration 1: Cart, Microsoft Windows-based personal computer with keyboard, mouse and dual monitors, Tandberg Edge 95 MXP and Precision HD Camera, Tandberg 1700 MXP video teleconferencing system Global Media TotalExam camera or equivalent, Madsen Aurical RE/HIT hearing aid test system or equivalent, Madsen Astera audiometer or equivalent, a USB video otoscope, Madsen OTOflex 100 immittance unit or equivalent, Noahlink or equivalent hearing aid programming interface. Configuration 2: Cart,, Microsoft Windows-based personal computer with keyboard, mouse and dual monitors, Polycom 8002 Eagle Eye camera, Polycom 4002 teleconferencing system, Global Media TotalExam camera or equivalent, Madsen Aurical RE/HIT hearing aid test system or equivalent, Madsen Astera audiometer or equivalent, a USB video otoscope, Madsen OTOflex 100 immittance unit or equivalent, Noahlink or equivalent hearing aid programming interface. The medical center equipment suites will be either the Tandberg 1700 MXP or the Polycom HDX4002 at the option of the medical center also mounted on a mobile cart. It is anticipated that 10 medical centers will participate in the pilot program. The SIC code for this acquisition is anticipated to be 334310, Audio and Video Equipment Manufacturing. The applicable size standard for determining small or large business size status is 750 employees. The VA reserves the right to solicit these items and services from large or small businesses as appropriate.
