- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-10-T-0397. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-37 and DFARS Change Notice 2007913. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 811310 and the Small Business Standard is $7M. The proposed contract action is for commercial supplies or services AND FISC San Diego intends to award this requirement on a sole source basis to Marine Services Commercial Diving Company Inc under the authority of FAR 6.302-1. Sole Source justification include: (1) D.O.T. hydrostatic retest facility certification, (2) Navy Metcal pressure gauge calibration laboratory “ LAB No. 7MA certification, (3) Navy Metcal relief valve test/set laboratory “ Lab No. 7MA certification, (4) NAVSEA qualified air and oxygen system workers, and (5) NAVSEA approved Diver ™s Life Support System (DLSS) procedures. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Period of performance is 1 “ 30 September 2010; Delivery Location is 3500 Attu Rd, Bldg 104, San Diego, CA 92155-5401. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Requirement as follows: PERFORMANCE WORK STATEMENT (PWS) MODIFICATION, CLEAN, TEST AND REPAIR OF HP AIR COMPRESSOR 1. INTRODUCTION 1.1 The Explosive Ordnance Disposal Expeditionary Support Unit One (EODESU-1) intends to procure contractor ™s services to modify, clean, test and repair HP Air, Diluent and Oxygen system located inside Fly Away Dive Locker (FDAL). 2. SCOPE 2.1 EODESU-1requires the contractor to restore, modify and repair the U.S. Navy Diver the HP Air located at 3500 Attu Rd, Bldg 104, San Diego, CA 92155-5401. All plan and corrective maintenance will be conducted. 3. SPECIFIC TASKS 3.1 Provide and install new Bauer P-5 Purification System on exiting HP Air compressor 3.2 Contractor ™s modification and restoration in accordance with DOT standards. 3.3 Contractor ™s shall provide labor, supplies, equipments and tools for performing services required by this contract. 3.4 EODESU-1will Deliver and Pick-up the HP Air Compressor. 4. WORK LOCATION 4.1 Work will be performed at Contractor ™s workspace. 5. PERFORMANCE REQUIREMENTS 5.1 Contractor shall provide safety wire with brass shackles (Cylinder to manifold). 5.2 Contractor shall rebuild, clean and test valve using Viton seal kits.. 5.3 Contractor shall provide test and HP air charging panel with gauge, pressure regulator, manifold (spider), hoses Scuba yokes and quick disconnect fittings to allow charging of 4 sets cylinders. Clean and test all components. 5.4 Contractor shall provide Scuba cylinder rack. 5.5 Contractor shall provide Hydro test, sandblast and paint 3 K cylinder. 5.6 Contractor shall calibrate and clean gauges. 5.7 Contractor shall rebuild. Clean and test valve using Viton seal kits. 5.8 Contractor shall remove clean and reinstall panel diving tubing. 5.9 Contractor shall remove clean and test pressure regulator DLPR-1. 5.10 Contractor shall trouble shoot and repair and fabricate new A/C access door (complete with fiberglass skin) re-using existing Dog pads.. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items including 52.223-3 Convict Labor, 52.222-19 Child Labor, 52.222-21 Prohibition of Segregated Facilities, 52.323-33 Payment by Electronic Funds Transfer, 52.222-53 Exemption from Application of the Service Contract Act for Certain Services Requirements. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items.
